| As an important part of government public service,the emergence and development of government service hotline reflects the transformation of China’s national governance concept and governance model.In recent years,with the enhancement of the people’s awareness of participating in and discussing politics and the continuous enrichment of various demands,the "heat" of the government service hotline has also increased.The government affairs hotline has built a bridge between the government and the masses.It is not only a channel for the government to listen to the demands of the masses,but also a channel for the masses to contact the government and reflect problems and suggestions.It plays an important role in China’s grass-roots social governance.The township government is the "last kilometer" to handle the government service hotline.The handling of the government service hotline in the township determines the completion rate and satisfaction rate of the regional government service hotline to a certain extent.The handling ability and attitude of the township staff will also directly affect the people’s satisfaction and understanding of the government image.Taking the government service hotline as the carrier,town a of Shandong Province accepts the reasonable demands reflected by the masses,takes this opportunity to grasp the weaknesses in serving the people,vigorously promote public services,and carry out public management in combination with policy publicity,which has effectively improved the efficiency and quality of public management.With the establishment and deepening of the concept of service-oriented government,how can government departments change from the role of “Managers”in the past to that of“Servants”and “Orderlies”of the people,as well as how to build a service-oriented government is the current hot topic of discussion.With the progress and development of society,at present,the main contradiction in China has changed from “The contradiction between the growing material and cultural needs of the people and the backward producing countries”to“The contradiction between the growing needs of the people for a better life and unbalanced and inadequate development”,as a grass-roots township government,town a also exposed a lot of problems in the operation of the government service hotline.In this paper,the operation optimization of a town government service hotline is systematically studied.The thesis is divided into five chapters.Firstly,it introduces the background,aim and significance of this thesis,as well as the research ideas and methods of this thesis.Secondly,it introduces the concept and connotation of the government service hotline,the New Public Management Theory,the service-oriented government construction theory,and the synergetic governance theory,and also studies the emergence and development of the government service hotline in China,it provides the theoretical support for the follow-up analysis.Once again focus on the operation of a town government service hotline,study its urban operation mechanism,a town basic situation and the current situation of a town government service hotline,through interviews,case analysis and other effective means of investigation to analyze the current situation,found that there are problems,and multi-perspective analysis of the causes of the problem.Finally,combined with the above-mentioned problems and the results of the analysis,referring to the experience of the better-run areas of China’s government service hotlines,research measures and countermeasures,combined with the situation of a town,summed up the optimized Operation Scheme of the township government service hotlines,promoting the construction of service-oriented government in villages and towns. |
