In the decade of the new era,a system-wide,scientific and comprehensive people’s livelihood security system has been fully developed.The party central committee with Comrade Xi Jinping as its core attaches great importance to the work of people’s livelihood.On July 18,2016,General Secretary Xi Jinping said that people’s feedback on daily work is the basis of continuous progress in people’s livelihood work during a visit to the “People’s hearts and minds hotline” of Jiao Yu Lu,therefore,we should build a long-term mechanism to collect feedback and solve the problem in time.Serving the people can not be a one-off,anticlimax,or formalism.The party’s report to the 20 th National Congress points out that we should pool the wisdom of the people,respect their creativity,grasp their aspirations,stand firm on their positions and uphold the supremacy of the people.In view of this situation,the 12345 hotline is playing an increasingly important role as a link between the government and the people,and plays an increasingly important role in collecting the people’s demands and solving problems efficiently.The management of the 12345 citizen service hotline in Jiyang District,Jinan is an important component of the local government’s public services.It plays an important role in strengthening public services,implementing public functions and explaining open policies,greatly improved the efficiency and quality of public administration.The 12345 Hotline Service is a two-way channel of communication.The Jiyang District government can listen to the demands of local residents more easily,grasp the social dynamics,understand the thoughts of the people and discover the hidden dangers of social conflicts It is also an effective channel for local people and local governments to communicate with each other and understand existing policies and rules.Taking Jiyang District of Jinan as an example,this paper combines the theories of service-oriented government,new public service and modernization of governance,based on a detailed review of domestic and foreign literature,through literature research,statistical analysis,in-depth interviews and other research methods,to conduct on-the-spot investigation and research,having analysed and studied the construction of the 12345 citizen service hotline in the Jiyang District of Jinan,the main problems and the current situation as reflected by the masses through the citizen service hotline,and the effective measures taken by the Jiyang District,having thoroughly analysed the problems existing in the operation of the 12345 citizen service hotline in Jiyang District,Jinan,and the reasons for the problems,furthermore,the author puts forward some suggestions on how to optimize the operation of Jiyang district hotline from the following aspects: strengthening the construction of contractor staff,clarifying the responsibilities of contractor departments,enhancing the effective participation of citizens,establishing the awareness of proactive early warning and monitoring,improving the efficiency and quality of government response,and establishing the mechanism of supervision and accountability,it also 12345 the future development of the public service hotline,providing some valuable reference for the building of a service-oriented government in Jiyang district,Jinan.
