The ageing of the population in the 21 st century is an inevitable consequence of a country’s rapid economic development.It was only after a high level of socio-economic development that Western countries gradually entered into an ageing society,and the time taken for ageing was much longer than that of China.Thus,Western countries have sufficient time to develop the elderly service industry.China,on the other hand,has been ageing for a relatively short period of time,and it has done so at a time when the level of economic development and productivity are relatively backward.The severe ageing of the population not only hinders the progress and harmony of society,but also slows down the pace of China’s overall progress towards a moderately prosperous society.Therefore,the vigorous development of the elderly service industry is not only a requirement of national development,but also a requirement of the times.The government,as an important leader and participant of the elderly service industry,plays an irreplaceable role in the process of building the elderly service industry,and uses relevant financial and taxation policies to guide the upgrading of industrial structure,optimise resource allocation and introduce social capital to promote the healthy and stable development of the elderly service industry in China.Based on a large amount of data collected,the thesis uses methods such as the literature research method to study the fiscal and taxation policies that promote the development of China’s elderly service industry.Firstly,the background and significance of the research of the thesis are introduced,followed by combing the definition of relevant concepts and basic theories of the elderly service industry,then the development overview of China’s elderly service industry over the years and the achievements made are elaborated,and the shortcomings of China’s elderly service industry in its development are put forward from both fiscal and taxation perspectives.As China is a late starter in the construction of the elderly service industry,it lacks sufficient experience and time.Western countries have entered the elderly industry earlier and have a century-long history of elderly service development,and their advanced experience has an important role to play in the development of the elderly service industry in China.This paper focuses on the specific practices of Finland,Germany,Japan and the United States in promoting the development of the elderly service industry,so as to provide favourable experience for the development of the elderly service industry in China.After learning from the experiences of developed countries,many reform measures such as state-led top-level design of the elderly service industry,increasing the government’s financial investment in the elderly service industry,expanding the coverage of tax incentives for the elderly service industry and strengthening the construction of a professional talent team for the elderly service industry are proposed accordingly.Through the study of the current situation of the elderly service industry in China,it is found that there are still many shortcomings in the development of this industry in China,and there is still a need for continuous development and improvement,and the issue of elderly care is the most important concern of the elderly.The sustainable development of the elderly service industry is an important demand of society in the new age of ageing,and is related to the realisation of "a secure old age" in China.This paper focuses on the exploration of fiscal policy measures to promote the development of China’s elderly service industry,with the aim of providing new ideas for the government to formulate policies to support the further development of China’s elderly service industry.
