Research Of Fiscal Policy To Promote The Provision Of Pension Services

The aging population is not only related to the national economy and the people's livelihood,but also affects the process of building a well-off society in an all-round way.Since entering the aging society in 1999,the degree of aging population in China has been deepening.Accompanied by the accelerated pace of aging population,China's social and economic development will be affected by four aspects.The first thing is the shortage of effective labor force.Demographic dividend disappeared.The number of advanced ages and empty-nest elderly is increasing rapidly.The number of elderly people who can not take care of themselves is also increasing rapidly.The proportion of working population in our country has been declining.Elderly dependency ratio rose year after year.The second thing is the aggravating of social burden.The aging population increases the expenditure and management cost of medical expenses and pension,and aggravates the burden of the aged,and has a great pressure on the economic development.Third,the social security service system has been impacted.The balance pressure of endowment insurance fund is increasing,and the medical security system is not suitable for the aging population.The fourth thing is the adjustment of industrial structure.The social demand for the third industry will increase significantly,and the diversity of the needs of the elderly will bring opportunities for the development of the pension industry.Therefore,in the future for a long period of time,China's pension problem is not only one of the important social problems,but also an important component of improving people's livelihood.However,the level of the provision of pension services is not optimistic.The imbalance between supply and demand of pension services,inefficient investment operation,financing difficulties,lack of professional service personnel,poor service quality and other issues should be solved:In order to cope with the aging population,speed up the development of the pension industry,especially to strengthen the social pension service system and improve the supply level of the pension service,it is urgent for the government to support the development of the pension service.Fiscal policy is an important means of macroeconomic regulation and control.It is of both theoretical and practical significance to take financial policy as the focal point to study the current supply of pension services and the corresponding financial support.In recent years,the CPC Central Committee and the State Council attach great importance to and actively take measures to construct the system of social services,increase the development of the pension industry support,has introduced a number of policies to promote the healthy development of pension institutions.However,the insufficient supply of pension services is one of the problems that must be faced and solved by the aging society in China.Although China's current fiscal policy can promote the supply of pension services to some extent,but on the whole,there are still many problems in the current fiscal policy in supporting the development of pension services.The reform of the financial system of providing service for the aged in China is imminent.Based on the above considerations,this paper attempts to use the method of normative analysis to analyze the current situation of pension service supply in China and its financial policies and problems.Through the comparison of eastern and Western pension services financial investment scale and the supply level of urban and rural pension services and summarized the relevant data so that regional differences of China's financial support pension service supply can be analyzed in-depth.At the same time,we draw lessons from the specific practices and financial policies of the typical developed countries to support the development of the provision of pension services,and sum up the Enlightenment of China's financial support for the provision of pension services.Finally,according to the actual situation of our country and the current development situation,this paper puts forward some suggestions for the improvement of the fiscal policy to promote the provision of the provision of services for the aged in China.
