Study On Influence Factors Of Government Response Effect In Education-related Online Public Opinion ——A Qualitative Comparative Analysis Based On 25 Cases

The development and popularization of the Internet has reconstructed the way and process of civic participation,economic integration and cultural resonance.Social contradictions and conflicts reflected by the network are no longer limited to a corner,but often evolve into online public opinion concerned by the public.Education is an important livelihood issue involving the development rights and interests of all citizens.The demands and attitudes on education issues presented on the online platform are also an important content of online public opinion,which is extremely easy to cause great response and attention.General Secretary Xi Jinping has stressed: "the work on Public opinion should gather the hearts of the people,sing the main theme,and strengthen positive energy." In the Internet era,how the relevant government departments deal with education-related network public opinion and gather the people is an important issue concerning the construction of the responsive government and the overall situation of education work.In order to identify which factors affect the effect of government response in education-related online public opinion,and how these factors affect the effect of government response,this thesis constructs the conditions of Government Response Theory,Situational Crisis Communication Theory,Spiral of Silence Theory and Agenda Setting Theory,results variables and research framework for qualitative comparative analysis,and analyzes the government response factors of 25 education-related network public opinion cases from 2019 to 2021,so as to provide effective reference to the education-related network public opinion crisis.The study found that among the factors affecting the response effect of education-related network public opinion,stress factors,public opinion factors,public opinion factors and response factors are interrelated.The response speed and first exposure platform are the core variable,which play an important role in the impact path of the high government response effect.The configuration path of higher government response effect includes "（public opinion）-（response）comprehensive type","（public opinion）-（response）-pressure type" and "（public opinion）-（response）-pressure linkage type".According to the research results,the response strategies are put forward from three dimensions: realizing the internal and external environment reconstruction of the government response system,improving the network public opinion monitoring and management system,and improving the ability of the government to respond to public opinion.
