Local Government Network Public Opinion From The Perspective Of System Dynamics Theory Research On The Influencing Factors Of Coping Capacity Improvement

As a brand-new public space with rapid rise and development,the Internet provides a new public opinion expression field for the public on the one hand,and on the other hand,it also brings the risk that leads to the online public opinion out of control.All at once,during the rapid socio-economic development transformation,risk society and new crown pneumonia epidemic intertwined,public opinion risk has been further amplified,and relying on the Internet to quickly enter the public eye,with its high-speed spread characteristics,so that a certain topic has received tens of thousands of attention in a short period of time,triggered massive discussions,brewed into a hot event on the Internet,and the Internet has thus become a breeding ground and catalyst for new social contradictions,which requires the government to continuously improve its ability to respond to online public opinion with the development of the times.The generation,development and demise of network public opinion conform to the law of life cycle,and the government response ability of network public opinion is a complex dynamic system,which involves many nonlinear structural relationships,which coincides with the research content of system dynamics theory.By combing the relevant literature,the constituent elements of the government network public opinion response capability system are extracted,namely,the prevention ability in the embryonic stage of government network public opinion,the damage control ability in the stage of government network public opinion diffusion,the negative impact dissolution ability of the decline stage of government network public opinion and the reflective learning ability in the stage of government network public opinion calming,based on life cycle theory and system dynamics theory,the composition of each subsystem of the influencing factors of government network public opinion response ability is analyzed,and Vensim is used PLE software constructs the causal relationship diagram and flow chart of the influencing factors of government network public opinion response ability,so as to visually display the logical structure of the interaction between the internal components of the system of the influencing factors of government network public opinion response ability through the computer,and connect them in series with mathematical equations based on the relationship between the components to prepare for the computer simulation of system dynamics.This paper selects "Epidemic Network Public Opinion Event in Infectious Disease Hospital in City C" as a case,obtains the real data of the event through questionnaire survey,assigns the model elements through statistical measurement,and adjusts and analyzes the influencing factors of the government’s network public opinion response ability at different stages of the development of network public opinion.The analysis results show that at different stages of the development of online public opinion,the key factors for improving the response capacity within the government system are different.The construction of the legal system of online public opinion is the core of the factors influencing the government’s ability to prevent and control in the embryonic stage of online public opinion,the response speed of the government’s network public opinion incident plays a key role in the factors influencing the damage control ability in the stage of network public opinion diffusion,the level of government network public opinion guidance is the most important in the ability to dissolve the negative impact of the decline stage of online public opinion,and the effectiveness of the government accountability mechanism plays a leading role in the reflective learning ability in the stage of calming down online public opinion.Finally,based on the conclusion of our questionnaires,corresponding countermeasures and suggestions have been given,in order to provide reference for the improvement of local government network public opinion response capabilities.
