Research On The Supervision System Of Government Engineering Construction Projects In Qingbaijiang District

As an important part of government participation in economic construction,government engineering construction projects are the main part of local government capital expenditure.They play an important role in macro-control and are related to the vital interests of the masses.The successful completion of government engineering construction projects is to share the achievements of reform and development with all personnel,and can also effectively improve the efficiency of government investment.Since the audit institutions carried out investment audit in the 1990 s,because the national audit has saved a lot of financial funds and effectively improved the use efficiency of financial funds,the supervision of government engineering construction projects has become more and more top heavy and depends on the last pass of audit institutions’ supervision.All front-end supervision links and checkpoints have gradually become virtual and formalistic.Until 2015,the legislature clearly required that from the National Audit Office to local audit institutions,it also gradually made it clear that the audit results should not be directly used as the basis for completion settlement.On the premise of being used to relying on audit supervision,at the same time,the functions of the front-end supervision departments are weakened and there are still deficiencies in performing their duties,which will create a certain degree of supervision vacuum.Therefore,combined with practice,this paper analyzes the problems existing in the whole system of government engineering construction projects in Qingbaijiang District from project approval to final settlement,explores a reasonable regulatory system mechanism and institutional system setting path to better maintain the use efficiency of financial funds within the scope of policies,and improves the performance of financial funds and the income of government investment on the premise of respecting the market subject,so as to achieve the win-win goal of the government and the market.It has strong practical significance,especially for similar problems and how to build a full chain closed-loop government engineering construction project supervision system after changing the last pass of audit supervision.In view of the problems existing in the supervision of government engineering construction projects in Qingbaijiang,the author analyzes the basic situation,current situation and advantages of government project supervision in Qingbaijiang District through consulting literature and policy materials and conducting a questionnaire survey.At the same time,take the participants in the whole process of government projects as the object,carry out a questionnaire survey,and analyze and sort out the existing problems and causes through a large number of first-hand data and rich cases.Based on the above research and combined with the reality of Qingbaijiang District,the author puts forward countermeasures and suggestions from the aspects of clarifying the relationship between rights and responsibilities,constructing a perfect supervision system,improving the professional level of the team,perfecting the system and mechanism and so on.
