| In the name of economic restructuring adjustment and the transformation of economic growth mode,China has proposed the slogan of “Mass entrepreneurship and innovation”.As a result from the proposition of the idea and followed by its development,university science and technology parks have become a significant trend of the achievement transformation and high-tech innovation in China.These universities have become enterprise incubators bearing functions such as achievement transformation from the university technology research,specialist recruitment and promoting the development of Chengdu high-tech industry.In the background of the mass entrepreneurship and innovation,a series of problems have emerged due to the original managerial system of national university science and technology parks.This particular article deals with the managerial problem on national university science and technology parks in Chengdu.This thesis took independent university science and technology parks in Chengdu as the research object,interviewed corporate staff of 4 Parks in Chengdu.Questionnaires were distributed to administrators of university science parks,enterprises and teachers and students in colleges.There are 332 survey results and feedback were obtained,which provide data support for further analysis of the thesis.The study found that,current management system of Chengdu University Science and Technology Park has the same problems that function positioning is not clear,unsound service system,not close working with universities.At the same time,in the process of university science and technology park management,the government’s intervention has a greater impact on the park management system.For example: the construction of the science and technology park only considers the short situation;a little of small,medium and micro enterprises have graduated;not active for working out the policy.Analyze the reason,the government adopts the same policy guidance for different science and technology parks;inaccurate positioning of role of the University Science Park;lack of voice in policy formulation.Secondly,the imperfection of the innovation system and the lack of close cooperation with universities also make the management system of the University Science Park not suitable for development of mass entrepreneurship and innovation.For parks,imperfection of modern management system;lack of insufficient number of professional entrepreneurial service agencies,lack of professional entrepreneurial service agencies.For university,incomplete transformation mechanism of scientific and technological achievements;talent circulation mechanism is not smooth.In order to enable the management system of Chengdu University Science and Technology Park promote development of mass entrepreneurship and innovation.The thesis gives suggestions that proposes government and the science and technology park work force;introduce professional entrepreneurial service agencies;force on cooperation with universities;promote on international cooperation.Improve management system of the National University Science and Technology Park in Chengdu. |
