Since the introduction of the "10,000-meter cell grid" model in urban management in Beijing's Dongcheng District in 2004,the community grid governance model has been widely used in grassroots social governance across the country,and has become a "common tool" for urban and rural governance in more and more areas.In order to further improve the effectiveness of community grid-based governance in the new era,the State Council issued the Opinions on Strengthening the Modernization of Grassroots Governance System and Governance Capacity in April2021,further emphasizing the need to build a grassroots management and service platform with grid-based management,refined services,information support and open sharing.With the development of practice and deepening of understanding,academics have fully affirmed the advantages of community grid-based governance in resource integration,refined services,clear governance,and sinking power,but have deeply reflected on its strong technical and administrative attributes and the implied risk of "internalization" of grassroots governance.It can be seen that in this context,how to implement community grid-based governance in accordance with the level of economic and social development has become an important issue that needs to be solved in China's less developed regions.This paper takes Yangjiang City Yangdong District as an example to explore the practice of community grid governance in less developed areas.First,based on the review of relevant materials,the core concepts of less developed areas,community grid-based governance,and refined management are elaborated,the theoretical basis of community grid-based governance is clarified,and the current academic research results on community grid-based governance and community grid-based governance in less developed areas are summarized.Then,based on the comparison with the classical model of community grid-based governance in developed areas in China,the current situation and dilemmas of community grid-based governance in Yangdong District of Yangjiang City are analyzed using case study method,questionnaire survey method and interview method,and the reasons behind are explored,and targeted countermeasures and suggestions are put forward.After the study,the main dilemmas of grid-based community governance in Yangjiang City Yangdong District include unsound supporting measures for grid-based governance,lagging information construction,unclear responsibilities of grid members,single main body of grid-based governance,and scattered resources of grid-based governance.The main influencing factors include: the lack of understanding of grid-based governance,insufficient funding for grid informatization construction,the lack of grid member staffing and process specification,the immature development of multiple governance subjects,and the imperfect guarantee mechanism of grid-based governance.Finally,in view of the existing dilemmas and causes,it is proposed to break through the existing dilemmas in terms of changing the governance concept and improving the supporting measures of grid-based governance;reasonably controlling the cost of governance and giving full play to the role of resources;standardizing the process of problem disposal and clarifying the power and responsibility of grid-based governance;strengthening the construction of governance subjects and promoting the formation of multi-governance situation as well as improving the safeguard mechanism of grid-based governance.
