The administration of rural community has been valued by government and schola rs gradually, in the context of new urbanization.It s the vital way that propel rural com munity construction positively to implement the outlook of scientific development,promote the development of new urbanization construction of new socialist countrysid e.We had already got great achievements of new rural construction, earth-shaking chan ges had occurred in rural area, the rapidly improvement of peasants well-being and life standard.Due’ to China is a country which with a vast territory, the phenomenon called uneven development had appeared, between city and countryside, East and West, inlan d and coastal.they have many different problems of rural community governance in vari ous which has special geographical conditions and humanistic environment.It also has many problems in rural community governance.Consequently it s meaningful that find t he effective measure of North-West area with borrowing ideas from the rural communit y governance experiments home and abroad.This thesis base on the visual angle of new urbanization, researching the constructi on and governing of developing idea in north-west area with literature research method and analysis by synthesis method and other research ways.And also putting forward the solutions learned community successful experience home and abroad.There are four parts in this thesis:Chapter one, the historical development of rural community governa nce and the significance of urbanization.The summary of the chapter is the historical de velopment of rural community governance comparing the community between tradition al and newtype and the meaningful for the new urbanization; Chapter two, the treatmen t status in underdeveloping area north-west, in the context of new urbanization.It raise a questions of rural community governance, and analyze them.Also introducing the mod el of rural community Governance in this chapter; Chapter three the practice and Revel ation of rural community governance by home and aboard, specially in American, Japa n and SinGapore and HuaXi countryside, ZhuCheng city and QingDao in China.Chapte r four, in the context of new urbanization put forward the suggestions of rural communi ty govemance and complete in underdeveloping area north-west.
