| With the continuous advancement of high-quality development process,Zhangjiagang’s economic strength has been steadily improved,the people’s wealth and quality of life have been continuously improved,and the rigid demand for cars has continued to rise.The resulting parking problem has become increasingly prominent,which has attracted the attention of the government and the attention of all sectors of society.Zhangjiagang municipal Party committee and Zhangjiagang municipal government included solving the parking problem in the practical project of people’s livelihood,implemented a number of measures to strengthen public parking management,and alleviated the parking difficulties to a certain extent in a certain period of time.However,the management of urban public utilities caused by the parking problem has become one of the important factors restricting the current urban governance efficiency.It is incompatible with the status of Zhangjiagang as a county-level city and a national ecological city with comprehensive strength ranking among the top three of the top 100 counties in China,and there is still a gap with the guidance of "meeting the people’s growing needs for a better life".Based on the investigation and Research on the current situation of parking in the central urban area of Zhangjiagang,supported by the relevant theories of urban governance,starting with the analysis of the current situation of parking and management in Zhangjiagang,and based on the analysis of the parking management methods,facility types and management measures in Zhangjiagang,this paper summarizes that there are prominent contradictions between parking supply and demand in some old communities,repeated illegal parking,low utilization rate of parking resources Unreasonable parking fees and a series of problems.The main reasons for these problems are: unreasonable urban planning and construction,imperfect relevant policies and regulations,imperfect coordination and cooperation mechanism,inadequate publicity and education,etc.Drawing on the advanced management experience of urban parking at home and abroad,from the perspective of the government,grass-roots organizations,enterprises and individual citizens as the main body of governance,the paper puts forward countermeasures and suggestions from the aspects of improving the top-level design,promoting departmental coordination,strengthening parking infrastructure construction,improving citizen literacy,strengthening supervision and punishment. |
