Problems And Countermeasures In The Work Of Parking In The Old Town,YiBIN City

With the rapid development of urban public transport,the number of motor vehicles in urban areas has exploded.Traffic congestion and parking difficulties have affected the quality of life of the people.Local governments try to alleviate the problem of peak congestion by widening roads and building new roads,but they do not pay enough attention to the problem of parking difficulties.Especially in the old urban areas of western hilly cities,due to the intensive land development,there are some problems of public parking management,such as parking difficulty and parking disorder,which seriously affect the road capacity and aggravate the congestion in dynamic traffic.To alleviate the problem of parking in old urban areas,the fundamental thing is to improve the carrying capacity of parking system,and the key is to improve the efficiency of public management of public parking,a quasi-public product.This dissertation chooses the parking public management in the old urban area of Yibin City as the research object,takes quasi-public goods and urban governance theory as the theoretical basis,and through the angle of urban public parking demand and characteristics,use Literature research,Research methodology,Individual interview,analyzes the problems and causes in the public parking management,explores the solutions,and puts forward countermeasures and suggestions.The purpose is to give full play to the positive role of public institutions in parking public management,solve the parking problem by improving the efficiency of public management,improve the current situation of road congestion,reduce commuting costs,improve the efficiency of traffic cycle,and promote social and economic development.Because parking problem is a common problem in the old urban areas of western hilly cities,taking the old urban areas of Yibin City as a special research area has a certain reference value for improving parking problem in all parts of the country,especially in western hilly cities.Through the research,this paper holds that the main problems of public parking management in Yibin City are non-standard policy planning,unsmooth management system,lack of reward confusion of management subjects,backward technical meansand punishment mechanism for residents' quality.The main suggestions for improving these problems are as follows: Planning first—scientifically predicting the increase of car ownership,parking planning.Scientific design—adjusting the allocation of resources,namely increasing the allocation efficiency of in-road parking and out-of-road parking,fully utilizing social parking resources and reasonably introducing social capital;Improving the efficiency of parking public management—Formulating differentiating policies for the stock and increment of public parking resources,optimizing human resources,government subsidies for parking industrialization.Encourage the development of public transport and its supplements— improving the coverage and operation efficiency of public transport,improving the level of chronic traffic connection.To encourage technological innovation—To encourage parking guidance technology innovation,to encourage mobile phone parking reservation and navigation technology innovation,to encourage the unified management of parking resources,and deferentially rewards contribution form state-owned companies and private companies in parking technology innovation.
