Research On Problems And Countermeasures Of Supply Of Urban Parking Facilities

With the rapid development of China's economy and society,the number of urban motor vehicles has been increasing,the parking demand of residents has been increasing,and the contradiction between urban supply and demand has become increasingly prominent.The problem of “difficult parking” has become a major livelihood issue that affects people's daily lives,and it is also serious.It affects the long-term development of the city's economy and society.The study of the supply of urban parking facilities has become a new proposition that must be faced in urban development.Xiaoshan District is the sub-city of Hangzhou.It used to be Xiaoshan City.Its economic and social development history and urban overall planning layout are similar to most cities in China.The parking problems are also typical.Therefore,this paper takes the urban supply problem in Xiaoshan District as a case,and uses the related theories of public goods and externalities to conduct in-depth research on urban parking supply.The article summarizes the research status of urban parking problems at home and abroad,and grasps the specific situation of regional economic and social development,vehicle ownership,parking construction management policy and berth supply distribution status in Xiaoshan District through empirical investigation.The district has carried out in-depth analysis of various problems in the supply of parkingfacilities.It is believed that the main reason for the lack of total supply of parking facilities in Xiaoshan District,the imbalance of layout and the low utilization efficiency is that the relevant policies lag behind the current development needs and planning and construction.Unreasonable layout,operational management and illegal law enforcement methods are behind.Based on the introduction and reference to the advanced experience of parking facilities construction and management in large cities at home and abroad,this paper further analyzes that the government should make a difference in adjusting the externalities of its supply by combining the public product attributes of parking facilities.We will improve relevant policies and measures,further strengthen the guidance and management functions of government departments for the construction and development of parking facilities,and realize the rational supply and efficient use of urban parking facilities.Specifically,the following aspects are proposed to improve the countermeasures: first,improve the development system and policies for parking facilities;second,optimize the standards for parking facilities;third,strengthen the planning and guidance of parking facilities;fourth,promote the construction of intensive parking facilities;Intelligent operation management of facilities.
