Research On The Improvement Of Government Management Of Municipal Engineering ——Take Wenzhou Y Project As An Example

Municipal Engineering is an important part of urban development and an indispensable foundation for urban construction.It belongs to national infrastructure construction.The quality of municipal engineering construction can directly reflect the local economic development level and residents’ living standards.As one of the important projects for Wenzhou to build a national comprehensive transportation hub city,road y is an important part of Wenzhou’s construction of three "one hour transportation circles" of province,city and city.It has the characteristics of public welfare,politics,complexity and prominent problems.By analyzing the internal institutional functions of L management committee of Y road construction unit and the organization and management framework in the process of road construction,this paper summarizes and analyzes the six aspects of government management in Y road construction,and obtains three characteristics of government dynamic management,whole process management and organization integrated management.Through the methods of daily management,questionnaire survey and field visit,it is found that there are four problems in the government management of municipal engineering construction,including the low quality of government managers,subcontracting,corruption and project management.In view of the problems found,this paper uses the management theories such as new public management theory and public finance theory to explore the underlying reasons,including the backward mechanism of government selection and employment,the insufficient atmosphere of national supervision,the imperfect government management system and the backward government management methods and means.Based on the reason,through the research methods of literature and experience summary,combined with the concept of public management,this paper puts forward some suggestions for the improvement of municipal engineering government management.1.Strengthen the construction of talent team,from improving the evaluation system,strengthening performance evaluation,deepening the flexible management of public officials,and improving the management and team construction of government personnel.2.Improve the public participation mechanism,advocate public participation in municipal engineering construction by introducing the management concept of "customer is God",ensure the quality and orderly promotion of municipal engineering construction,and strive to build a supervision and management mechanism with the participation of the government and society.3.Optimize the management mode,introduce CM mode and EPC mode,and introduce professional talents for joint management,so as to reduce the burden of government staff and improve the efficiency of project implementation.At the same time,the agent construction system is introduced to play the role of competition mechanism,provide the best technical solutions,services and products with reasonable quotation,and avoid corruption to the greatest extent.4.Innovate management methods,introduce life cycle management and apply BIM Technology,improve government management level and management efficiency,and ensure the smooth and orderly operation of the project.Through the research of this paper,I hope to help the municipal engineering government improve the management efficiency in the management,so as to improve the management mode,improve the work efficiency,improve the construction quality and reduce the project cost.
