Research On The Community Governance Function And Improvement Path Of Primary Party Organization ——A Case Of "Primary Party Organization+N" Model Of Z Town,Cangnan County

In view of Rural Revitalization and the construction of new urbanization,China has put forward many policy guidelines and guidelines,and has always emphasized the importance of people-oriented in urbanization and the necessity of adhering to the road of socialism with Chinese characteristics in all kinds of Party meetings.At the 19 th National Congress of the Communist Party of China,China further explained and elaborated on the ideas and policy systems for the implementation of the Rural Revitalization Strategy.At the same time,it also once again emphasized the importance and construction ideas of urban-rural integrated development,and formally put forward the goal of realizing the modernization of national governance system and governance capacity in the middle of the 21 st century.Under such a social background,with the gradual development and continuous improvement of urbanization in various places,Community has gradually become the most basic unit in urban and rural areas,and community governance has also become an important link affecting social development and regional construction.As the foundation and bridge of the Communist Party of China in the grass-roots society,it plays an absolute and irreplaceable role in social development and community construction.Based on the theory of holistic governance,this paper takes the community governance efficiency of grass-roots party construction in Z Town,Cangnan County,Wenzhou as the research object and theme,focuses on the paper framework of "governance subject governance model governance efficiency",and takes the research logic of "governance function analysis governance model elaboration problem research".Firstly,it summarizes the holistic governance theory and the relevant research results of scholars at home and abroad,and analyzes the applicability and reference significance of the theory,so as to grasp the current research situation of the academic community as a whole;Secondly,based on the actual situation of Z Town,Cangnan County,this paper expounds and analyzes the development,governance function,governance mechanism,mode operation and other specific contents of the "party construction + n" mode,and studies the function of grass-roots party construction in community governance in combination with the questionnaire survey,so as to focus on the lack of governance subject power,decentralized governance structure and Analyze the causes of insufficient resource integration;Finally,focusing on the problems existing in the community governance efficiency of grass-roots party construction,this paper puts forward the analysis of specific optimization paths from the governance concept,governance system and organizational mechanism.Through the research,this paper mainly draws three conclusions: first,the grass-roots party construction still faces many phenomena of governance fragmentation in the process of community governance,the community governance efficiency of grass-roots party construction has not been fully brought into play,and some governance functions are missing.Second,the practical application of the "party building + n" model adopted by Z town of Cangnan County reflects that the community governance force of grass-roots party building is still weak,there are problems such as insufficient integration of social resources and insufficient play of platform efficiency,while the leading core role of community party organizations in community governance is missing,and the leading effect of community governance is not in place.The optimization of community governance effectiveness of grassroots party construction can be carried out in three aspects: optimizing organizational construction,improving the operation mechanism of grassroots party organizations,strengthening the coordination efficiency,and building a shared governance and sharing system.
