High-skilled workers play an irreplaceable important role in accelerating industrial upgrading and optimization.The local government attaches great importance to increasing the amount of high-skilled workers,attracting and training workers,increasing financial support for skills training and skills competitions.The contradiction between the total number of high-skilled workers and the needs of industrial development is still prominent.Due to the constraints and influences of various factors,there are still some inadequacies in the implementation of policies for high-skilled workers.Based on the theory of public policy process and bounded rationality,this paper uses survey research method and interview method to analyze the current situation of policy implementation.Analyzing the current situation of the implementation subjects and implementation effects,it is found that the implementation of policies for high-skilled workers has achieved certain achievements,but there are also problems.Policy implementation emphasizes quantity over quality,the distribution of subsidies for skills improvement training is inefficient,the assessment of high-skilled workers lacks universal acceptance,the cloud platform is only a vanity project,and the high-skilled workers are less satisfied.Taking the Smith policy implementing process model as framework,the causes of the above problems are analyzed from four influencing factors: idealized policy,implementing organization,target group,and environment factors.The following conclusions are drawn: the operability of the policy for high-skilled workers is not maneuverable,the policy for high-skilled workers is not targeted enough,the implementers pay too much attention to performance appraisal and evaluation,the coordination of implementing agencies is low,the authority of the evaluation agency is low,the pressure and burden of the implementers are very heavy,the target group is not motivated enough,the preferences for training are varied,the high-skilled workers are not so satisfied with the policy implementation,there are social stereotypes on workers,and the workers lack for material security.These factors have weakened the effectiveness of policy implementation.To improve the effectiveness of policy implementation for high-skilled workers,this paper makes recommendations from the following four aspects:improving the content of the policy,strengthening the executive power of the implementation organization,mobilizing the enthusiasm of the target group,and creating a favorable environment.The specific measures are as follows: clarifying the implementation rules of the policy,refining the policy standards,establishing a scientific view of performance,strengthening departmental communication and cooperation,guiding the grassroots to reduce the burden,promoting the unified evaluation of the guild,promoting collective bargaining wages,starting skill-sharing,make full use of the information platform,and providing material security.
