After the outbreak of the war in Syria in 2011,a large number of Syrian people were uprooted from their homes and became refugees.Turkey,Lebanon,Jordan and other neighboring countries in the Middle East have become the primary destinations for refugees,with Turkey receiving the largest number of refugees.As of October2019,Turkey has spent nearly $40 billion on 3.6 million refugees,making it a model of humanitarianism.Initially welcoming refugees,Turkey took the initiative to open its borders and allow them to stay within its borders temporarily,but the government underestimated the protracted and complex nature of the war situation in Syria and was caught off guard by the sharp rise in the number of refugees after 2012.Even with the construction of many refugee camps along the border,it was not possible to accommodate all the refugees.As the war continues,refugees turn from "temporary guests" to "permanent residents," creating a range of political and economic challenges and placing extreme pressure on host countries.The protracted refugee crisis forced the Turkish government to clarify their legal status and rights by introducing the Law on Foreigners and International Protection and the Temporary Protection Regulation in 2013.These documents not only established the temporary protection status of refugees in legal form for the first time,but also set out a series of rights and obligations for this group.In order to better deal with refugees,the Turkish Ministry of Interior established the General Directorate of Migration Management in 2013,marking the beginning of the government’s consideration of refugee management as a long-term issue.The Turkish government has also taken measures in the areas of refugee resettlement,health and education,and is working closely with international organizations such as the United Nations to effectively improve the living conditions of refugees.In order to improve the self-reliance of refugees,Turkey has enacted the Regulation on Work Permits for Temporary Protection of Refugees,which allows them to apply for work permits.To prevent refugee children from becoming a "lost generation," the Turkish government established the Ministry of Education for Refugees and gradually integrated them into the national education system.To reduce the health risks of refugees,the Turkish government has adopted a series of reforms to integrate them into the Turkish health care system.During the epidemic,refugees were provided with vaccination and treatment against Neonic pneumonia,and assistance activities continued.Taken together,Turkey’s refugee resettlement measures have been more effective and have had a significant impact at home and abroad.It not only provides humanitarian assistance to refugees,but also serves as a positive exploration for the management of the global refugee crisis,provides a reference for the handling and resolution of the refugee problem in the future,and has a significant impact on Turkish-Syrian relations and the reconstruction of Syria,and therefore has great research significance and value.
