Syrian refugee crisis broke out in 2011,directly influenced by domestic situation of Syria,which firstly transmitted to Syrian neighborhoods in the Middle East and then overflowed to countries out of the Middle East.Countermeasures and influences on international refugee mechanism of Syrian refugee crisis became the current hot spot of academic and decision-making world.This thesis explored and analyzed Lebanon's policy towards Syrian refugees(2011-2017).First,it briefly describes the status of Syrian refugees in Lebanon and Lebanon's efforts to establish an international refugee mechanism.Then this thesis circumstantially expounded the policy evolution process,since "policy of no policy" at early stage of crisis,to"October Policy" in 2014,until to the gradual relaxation of its Syrian refugee policy in 2017.This thesis particularly focused on Lebanon's government published a series of immigration and residence policies to handle massive refugee flows,which took"October Policy" as the core guideline,considering interest of major political groups,public opinion and limited capacity of domestic refugee reception,without any legal framework to deal with refugees problem,additionally without signing "1951 Convention Relating to the Status of Refugees" and "1967 Protocol Relating to the Status of Refugees".However,Lebanon's government relaxed requirements of Syrian refugees for applying residence permit,due to it was willing to enhance international cooperation and seek assistance from other countries.In the end,Lebanon's policy towards Syrian refugees exerts not only positive but also negative influence on both Syrian refugee and Lebanon itself.
