The community governance in China,has become an important part of the national governance system. The new period, the community governance is also facing challenges from various aspects,just as public participation is not high, the credibility of the government decline, non government organization which play a unobvious role.In Japan, Japanese citizen center walk in the forefront of the times at social education, community governance,.through the rule of law, democracy, service, culture, etiquette and other activities experience and social education, Japanese citizen center is committed to improving the political quality of the national and public spirit, cultural sentiment, promote the development of community democracy. Japanese citizen center plays a vital role to promote Japan’s postwar revival, the social and economic development, social democratic awareness, community cultural prosperity. But the Japanese citizen center in community governance is also facing a hitherto unknown dilemma. Promoting national governance system and increasing the governance ability become the modern requirements, this is not onle a change to the country in the new period of our country governance challenges, but also a turning point in the community governance model to explore. The transformation of community governance mode, need the whole society to improve the participation in public life, further transform government functions, improve the quality of public services, play the advantages of non governmental organizations, encourage voluntary services into the community.
