The document points out clearly, with the deeper promoting ofindustrialization and urbanization, our agriculture, rural area and farmers are undergoingprofound changes. The rise of agricultural comprehensive cost is accelerating, thetransformation of rural social structure is accelerating, the integration of urban and ruraldevelopment is accelerating, and especially farmers’ interest demands are more diversified.But at present, the situation of urban-rural dualistic structure is still obvious in our country.As an important indicator to measure the level of economy and the social development inrural areas, the supply of public goods in rural area of our country have always been problemsof insufficient supply, the imbalance of supply structure, the inefficient supply and so on.These problems have seriously restricted the development of economy and society in ruralareas, and hindered the speeding up of integration process of urban and rural areas. Therefore,we should seize this important opportunity that the new type rural community construction ispromoting throughout the country, constantly strengthening and innovating the managementsystem and management mechanism of new type rural community. We should especiallyconstantly improve and perfect supply mechanism of public services in new type ruralcommunity, and construct supply system of public services for the new type rural community.This aimed at promoting the balanced allocation of public resources in urban and rural areas,solving the difficult situation of public goods supply in rural areas, and narrowing the gapbetween urban and rural areas.This paper starts with explaining the concept of new type rural community, supplysystem of public services in new type rural community and introducing the theories of agencyby agreement and public choice, etc. Select a new type rural community in Xi’an as theresearch object, through combining the methods of field investigation and questionnaireinvestigation, finds out the existing problems of public services supply in this community and analyzes the causes by game theory. Then, through summarizes the development process ofthe public service supply system in rural areas of our country, also introduces and draws onthe mature experience of rural public goods supply in United States and Japan. Based on this,this paper puts forward that our new type rural community should establish a multiple supplysystem with community service organization as the main body and with the governmentguidance at this stage. The key is to clarify the external and internal relations of communityservice organizations. Finally, the paper puts forward the realization approach to constructsupply system of public services in new type rural community based on analysis ofcomparative advantages and feasibility of public services supplied by community serviceorganizations.
