Research On Rural Production Operation And Public Service&Supply In Hubei

The development of rural economy is the key factor that is associated with the social and political stability in the history of China. As the way to develop the rural economy, the rural production and operation is also the basic activity in maintaining the survival and living of farmers. After the reform and opening up, the activities of rural production and operation transformed from "conventional small-scale production" to diverse development, such as "social production", working and business, with the development of market-oriented economy and adjustment of social structure deepening, and the public services of rural production and operation are accordingly in need. However, some subjective and objective factors curb the economic and social stability, and kinds of problems of supplies of public services surge and the stability of society stumbles. So, research on public services and optimization of subjects’role in public services and construction of harmonious society has profound significance in reality.17villages and4counties as research examples, all of which are villages, with common characteristics of rural region in central China, due to the superior geographical position and policies tilted towards locals, it mirrors the scenes of rural development of transformational era, and what’s more, the typical sense on public services of rural production and operation can offer Hubei province and even a whole country the study case. The author reported800peasants and got the efficient data via questionnaire and interviews. In order to ensure the comprehensiveness, width and objectivity, the author also dropped at the village government and committee.On the basis of the investigation, first, the author expounds the context and significance, combs the relevant materials, and introduces the aims, methods and contents, then figures out where text is innovative and disadvantageous. Second, analyze the concept and characters of activities, and overlook the development of rural production and operation activity before and after opening up. Third, describe the current status of activity of Hubei countryside with three aspects, such as types, body and position. Fourth, reveal the Hubei rural areas faced up to negative conditions, from four aspects:concept and characteristics, real state, supply quantities and effectiveness. Fifth, analyze the reasons why the supply shortage and low efficiency appear in public services of Hubei rural areas. Sixth, analyze the public services system under the binary segmentation of rural and urban, and backwardness in service concept and offer corresponding suggestions to optimize the public services of rural production and operation of Hubei.
