| Official assessment affects the administrative efficiency of department personnel and the level of service for the people.At the same time,it can also stimulate officials to learn and improve themselves.Improving the official assessment system is an important measure to improve the quality of officials,improve governance capacity and promote governance modernization.However,there are still some problems in the current official assessment system,such as vague assessment content,rough assessment standards,single assessment subject,irregular assessment procedures and less use of assessment results.Solving these problems is a dynamic process,so it is necessary to excavate from the official assessment system itself.This study uses literature analysis and historical analysis to sort out and analyze the official assessment system since the founding of New China.According to the theory of historical institutionalism,the nodes of the official assessment system are divided.The course of the official assessment system is divided into four stages : the assessment system based on cadre identification and cadre review(1949-1978),the official assessment system guided by’ four modernizations ’(1978-1993),the official assessment system towards legalization(1993-2011),and the official assessment system continuously improved and developed in the new era(2012-present).The analysis shows that the changes in the assessment system of contemporary Chinese officials are affected by external and internal factors,mainly including the transformation of economic system,changes in political environment,adjustment of institutional attributes,selection of actors,and influence of relevant systems.On the characteristics of institutional change,China ’ s official appraisal system is mainly based on man-made design,breaking institutional change to gradual institutional change;at the same time,the official evaluation system is affected by the initial system,the game of officials and the institutional change. |
