Since the establishment of the People’s Republic of China,the heavy academic burden on primary and secondary school students has been affecting the pace of China’s education reform,and it is also a long-term focus of attention for the Party and government,schools,and all sectors of society.China has carried out different aspects of deepening education reform in accordance with different national conditions,vigorously implemented quality education,and new burden reduction policies have been introduced frequently,but the effect has always been unsatisfactory.In 2021,the general office of the State Council issued the opinions on further reducing the homework burden and after-school training burden of students in the stage of compulsory education,which put forward new requirements for after-school homework and extracurricular training.In this context,what is the breakthrough point of the "double reduction" policy compared with the existing policies? Is the policy effectively implemented? What is the status quo of implementation? What problems still exist in the implementation process? How can each executive body ensure the smooth "landing" of the policy? This has become a problem worthy of further study.This paper reviews and analyzes the "burden reduction" policies over the years in China by using the literature review method,compares the new "double reduction" policies,finds out their innovation points and limitations,and provides a theoretical basis for the final implementation suggestions.At the same time,taking investigation and research as the basic research method,it focuses on the investigation of the implementation of the burden reduction policy of three primary schools in W urban area of T City,and then carries out research on the current situation and problems of the implementation of the "double reduction" policy at the current stage of primary compulsory education.It reflects on the implementation of the burden reduction policy of primary and secondary schools in China from two aspects: the source of resistance and the direction of breakthrough.Finally,combined with practical experience,we put forward detailed and specific implementation suggestions for the main body of the policy implementation,namely,the government,schools,families and extracurricular training institutions,in order to maximize the advantages of the "double reduction" policy in the implementation process,reasonably circumvent the limitations of some policies,ensure the smooth "implementation" of the policy,and truly achieve education equity.
