Abstract/Summary:
It has an irreplaceable role and significance to improve the overall performance of the public sector and enhance the governance capacity and level of public administration.As an important touchstone to test the effectiveness of government performance management,the effectiveness of the use of performance information is related to whether government performance management can really play its proper role,and is the core and destination of performance management.TheCommunist Party of China and the State have issued a series of laws and regulations to regulate government performance management and clearly require the scope and use of performance information.Academics have attached great importance to the use of performance information,defining it as one of the three important issues in public management,and a series of studies have explored its influencing factors and the mechanisms of interaction among them in depth.However,in practice,the use of government performance information is still far from the requirements of the CPC and the state and the call of theory.To bridge this gap,this study investigates the role of institutional pressure,transformational leadership,and communication on the use of performance information in the public sector using a questionnaire survey with institutional isomorphism,social identity,and social information processing as theoretical perspectives,and delves into the mechanisms of interaction among the variables.The study used 208 MPA students as respondents,and conducted reliability analysis,regression analysis,and mediating effect test using SPSS and AMOS.The study showed that institutional pressure,transformational leadership,and communication all positively contribute to the use of performance information in public administration,in which transformational leadership and communication play a mediating role in the relationship between institutional pressure and performance information use,respectively,while transformational leadership and communication also play a chain mediating role in the relationship between institutional pressure and performance information use.The findings suggest that the public sector can promote the use of performance information by adjusting institutional pressure,changing leadership behaviors,and strengthening internal communication to improve the performance of the department,bring into play the effectiveness of performance management,and thus enhance the public sector’s ability and level of service to the public.
