With the huge impact of the financial crisis to Chinese export-oriented economy, innovative strategy has risen to a national level of strategy; to build an innovation-oriented country and develop innovative economy requires that we have an innovative government. The construction of government innovation needs great participation from general hindrances, because they directly intercourse with external entities such as enterprise, social groups, and they appeal to information more rich, it is an important issue of government innovation to trigger the occurrence of public servant's innovational behavior. Public servant's innovational behavior occurrence does not happen in a vacuum, it is the combined result of control variables such as leadership, management practice and department atmosphere. But the researches about the public servant's innovational behavior and their influence factors are ware; this is the realistic background of this article to choose the public servant's innovation as the research target.Firstly, on the basis of vast literatures'review, the author reviews and summarizes the concept about transformational leadership, authorized atmosphere and public servant's innovational behavior performance, structure measurement and related theories. At the same time, according to the domestic and foreign researches which are combine with Chinese cultural situation, the author puts forward the research hypotheses and empirical model according to this research's goal: (1) the transformational leadership has positive effects on the authorized atmosphere of the department, (2) transformational leadership to the civil servants innovational behavior has a positive influence; (3) authorized atmosphere of the department has a positive impact on innovative behavior of public servants; (4) authorized atmosphere is the intermediary variable between transformational leadership and public servant's innovational behavior. These four assumptions of validations may interpret the social mechanism between transformational leadership to the public servant's innovational behavior. Secondly, based on discussing the internal relationship of these variables, this paper applies the scale of transformational leadership, authorized atmosphere, public servant's innovational behavior which was created by the previous scholar, taken the public servant and local government from southern of Jiangsu, the middle of Jiangsu and northern of Jiangsu as the object, the author altogether collected 320 valid questionnaires, dealt with the data by the reliability and validity analysis and regression analysis.Thirdly, this result of data analysis shows that: (1) the transformational leadership has the positive influence to the department's authorized atmosphere; (2) transformational leadership plays a positive role in promoting the public servant's innovational behavior; (3) department's authorized atmosphere of the public servant has simulative effect on the occurrence of public servant's innovational behavior.Finally, this paper discusses the verified theoretical and practical meanings, and it points out that the public department should develop the transformational leadership skills through training and education, improve public administration department's authorized atmosphere, and promote the occurrence of public servant's innovational behavior. Meanwhile this paper analyzes the limitation of this project and the direction of the future research.
