Research On Policy Implementation In The Development Of Village Collective Economy In H County,Ningxia

The rural collective economy has undergone continuous development and changes since the founding of the People’s Republic of China.Especially since the start of the execution of poverty alleviation policies,the development and expansion of the rural collective economy has become one of the indicators to measure the completion of a well-off society in an all-round way.In November 2017,H County of Ningxia issued the "Implementation Plan for Strengthening the Construction of Rural Collective Economy in H County" in accordance with the spirit of the superior policy document,and issued supplementary policies every year.By the end of 2019,the village collective economy goes into the "broken" mode.However,the realistic foundation for the development of village collective economy is still weak for a long time,and some blocking points and leakage points in the development process have not been completely solved.On the basis of trying to summarize the development and growth of the collective economy of H county in Ningxia and the results achieved,this paper uses Smith model theory to analyze the collective economic policy of H county in Ningxia from the four aspects: policy itself,executive body,target group,and policy environment.First of all,using literature review and interviews methods,it is found that there are three problems in the implementation of the policy: the defects of the policy itself,the low implementation efficiency of the implementing agency,and the low enthusiasm to support and cooperation of the masses.After analyzing the reasons of the problem,it is believed that the policy itself is not reasonable,fair,and systematic,the executive members are not of high quality,the rights and responsibilities are not clear,the target group has a poor understanding of the policy,and the natural environment,the administrative environment,talent environment,and economic environment also have an impact on policy implementation.Finally,for the existing problems,it proposes specific opinions to optimize the content of the existing policy,improve the supporting policy system,establish a risk prevention and control mechanism,and complete the "three-capital" supervision and management system from the policy dimension;based on the dimension of the executive members,it is suggested to clarify the relationship between the rights and responsibilities of the executive members,improve the comprehensive quality of the executive members,and increase the promotion of work;about the current group aspects,it is recommended to improve ideological awareness and enhance the sense of mass participation;Based on the implementation environment dimension,to optimize the implementation environment,it is suggested to accelerate the development of rural transportation,create a good business environment,and speed up the reform of the rural collective property rights system.Through the research,we hope to promote the combination of public policy implementation theory and rural economic policy practice,and enrich the research results in the field of rural economic policy;at the same time,we will further promote the better and faster development of the village collective economy in H County,Ningxia,explore the approaches to optimize the village collective economic policy in poverty-stricken areas,and promote the transformation and improvement of government administrative efficiency and party style.
