According to the No.1 Central Document in 2021,to achieve the goal of the great rejuvenation of the Chinese nation,rural development is the first priority.We must make comprehensively addressing issues related to agriculture,rural areas and farmers a key task in the work of the whole Party,and fully promote the revitalization and development of agriculture and rural areas an important task in realizing the great rejuvenation of the Chinese nation.We must use the concerted efforts of the whole Party and society to advance socialist modernization and ensure that the rural people will live a happier life.The No.1document of the Central Committee has focused on the issues of agriculture,rural areas and farmers for more than a decade,which shows that the role of rural economic development is becoming increasingly prominent.The report to the 19 th National Congress also clearly put forward the "rural revitalization strategy",and proposed to "promote the reform of the agricultural collective property rights system,protect all the property rights and interests of rural households,promote production development,and strengthen the socialist collective market economy",to promote the work of agriculture,rural areas and farmers to a new level,governments at all levels have also included "rural revitalization" as an important strategy.How can we really implement the strategy of rural revitalization,effectively promote the development of agricultural economy and increase farmers’ income? The development and expansion of rural collective economy is the key.This study is mainly aimed at the rural collective economic development of C County,Weifang City,Shandong province.Taking the rural collective economic development of C county as the main research object,it adopts the methods of literature review,field investigation,analysis of typical cases,etc.,and carries out an empirical research from the perspective of the rural collective economic development model,typical cases,existing problems and countermeasures of C county village level I have a deeper understanding of the development status of collective economy and a new plan for the development mode of rural collective economy in C County under the background of new rural revitalization.Through the analysis,it is pointed out that the collective economic development of C county should start from the following aspects,in order to promote the development of rural collective economy and promote the implementation process of rural revitalization strategy,it needs to do the following: enhance the government support,objectively formulate development policies to improve the financial and land policies;Strengthen the building of grass-roots Party organizations and give full play to the leading role of grass-roots Party committees;Change the peasant idea,promote the peasant main body modernization;Improve the internal management mechanism of rural property rights,clear property rights to improve the village collective "three capital" management system,clear the form of property rights holding;We will expand channels for talent introduction and focus on training farmers.Through the above methods,the members of the organization will be further encouraged to care about and participate in the collective economy,so that the rural collective economy will be more powerful in the market competition.In the process of effectively protecting and improving the rights and interests of the collective economic members,the rural collective economy itself will be more powerful,and finally realize the common prosperity of farmers and the development and growth of the rural collective economy.At the same time,the author thinks that this paper mainly focuses on the rural collective economic development of C county,more on the surface of the problem,but the situation is very different across the country,how to draw the measures in line with the country needs to be further strengthened.
