Analysis Of One-child Policy Termination Under Punctuated Equilibrium Theory

The Two-child policy,which adopted at the fifth session of the 18th central committee of the Communist Party of China,had written a new chapter of family planning policy.The conference decided to adhere to the basic state policy on family planning,progressively improve population development strategy,and actively cope with aging population.Which means,the One-child policy lasted for 37 years had been formally terminated.Why could the One-child policy lasted for such a long time?How did the policy changed?What’s the causes of policy termination?The punctuated equilibrium theory holds that the interaction between policy image and policy domain contributes to the balance,discontinuity and even termination of policy changes.There are two main connotations.First,the policy image is interaction between the external policy environment and the internal policy attributes.The policy environment changes were shown in political,economic and cultural environment.The policy attributes changes were expressed by redefinition of policy issues,policy learning effects,balance of policy costs and benefits and policy tools’ innovations.Secondly,policy domain is the domain of policy termination alliances and anti-policy termination alliances and their strategic activities.Therefore,policy balance changed under the effect of the positive image and the closed domain;under the negative image and the open domain,the public policy was punctuated changed and terminated while policy zoning.Based on the above,this thesis analyzed the process of One-child policy termination with literature research,historical research and a case study.Using policy image and policy domain as the breakthrough point,this thesis analyzed the causes of policy termination and build the theoretical framework of One-child policy termination.From four aspects:legislative guarantee,system construction,social promotion,policy evaluation and termination feedback,thesis provided reasonable suggestions for policy termination to optimizing process and reducing oppositions.
