In January 2010, the Committee of National Population and Family Planning mentioned in "the 12 nd five-year plan”, that the policy of " the spouse is allowed to have 2 babies” should be implemented in China. In December 2014, during the Third Plenary Session of the 18 th CPC Central Committee, the Chinese Government officially announced to implement “the spouse(either husband/wife is the only child in his/her family) is allowed to have 2 babies” policy. The main objective is to promote and to maintain the long term balanced population development in China. Later in October 2015, during the Fifth Plenary Session of the 18 th CPC Central Committee, the Communist Party of China officially announced to revoke the “one child policy” and to implement “two children policy” instead.The abovementioned articles can be used as a tool to analyze the development, implementation, adjustment and future trend of the urban birth policy – so called “Multiple-Streams Theory”. Earlier in China, the urban implemented the one-child policy uncompromisingly,the Government make use of “political stream, policy stream and problem stream” during the process of implementing the birth policies. In the earliest implementation of the birth policy, the main driving force of one child policy is based on the multiple political values whereas it also pushed by multi policies ideas as well as social problems. The one-child policy has no longer valid as the society develop tremendously. The main problems of population growth and the incapability of service system are needed to be resolved as soon as possible. Due to the continuous arising of society problems, the exchange of political ideas among the scholars from all industries and the Communist of China should continuously enhance adjustment of the urban birth policy.Therefore, from the analysis we can see that the elements that affect the process of implementing birth policy is also changing for the purpose of promoting an appropriate birth policy. First of all, to step-by-step implement an appropriate policy, to insure the policy’s stability, to build a micro policy system. Second of all, it is necessary to give the public in time feedback with a better built data collection and feedback system which cannot be obsoleted. Finally, to balance off a public participation in the political activities, to improve the status of the public during governmental policy making process, to set up the good image of public authority, to drive the public’s opinions toward a positive debate. These are the critical and strategic steps to enhance China’s city population policy future growth.
