Research On Risk Management Of National Speed Skating PPP Project

The successful bid for the 2022 Winter Olympics will usher in a new round of large-scale stadium construction,reconstruction and expansion.The high investment and low return of the Winter Olympic venues make the Olympic Games glory and crisis coexist,and the venues have low return on investment and poor post-match operation.In this trend,the government timely proposed the application of the PPP model for the construction of Winter Olympic venues,alleviating the financial pressure on the country,and effectively solving the unprecedented situation during the game and the infinite desolation after the game.However,there are risks in venues invested and constructed in any mode.Whether or not to reduce the risks and economic losses of PPP projects in Olympic venues is an important task for the Winter Olympics.It is important to study the risk management of PPP projects in Winter Olympic venues.Practical significance.From the perspective of risk management,this article takes the National Speed Skating Stadium PPP project as the research object,and based on a combination of qualitative and quantitative methods,studies the risks existing in the life cycle of the PPP project from three aspects: risk identification,risk assessment,and risk response..First,the literature data method,case analysis method,expert interview method and field visit method were used to identify the risk factors of the PPP project.Secondly,in order to accurately assess the risk factor level,this paper introduces the AHP-cloud model to realize the risk of the PPP project Evaluation and analysis to obtain the risk evaluation level of the PPP project;finally,according to the risk evaluation results combined with expert interviews,put forward effective risk response measures for the five major types of risks of the PPP project.The conclusions of the study are as follows:1.In terms of risk identification,we have obtained 22 categories of 22 risk factors that may exist in the National Speed Skating PPP Project,including political and legal risks,financial management risks,construction technology risks,market operation risks,and contract liability risks.2.In terms of risk evaluation,it was concluded that the overall risk level of the National Speed Skating Stadium PPP project is “higher risk”;the remaining types of risk evaluation values are ranked as: market operation risk> financial management risk> contract liability risk> construction technology Risks> Political and legal risks;22 risk factors include: 2 high risk factors,9 higher risk factors,7 medium risk factors,and 4 low risk factors.3.In terms of risk response,provide effective risk response measures for the five major types of risks of the PPP project.Put forward six countermeasures in terms of market operation risks:(1)enlarge the advantages of the project and locate the target customer group;(2)develop the intangible assets of the venues and expand the revenue channels;(3)use the advantages of the intelligent venues to enhance the consumer experience;(4)Create a one-stop user experience and diversify supporting services;(5)Control operating costs and improve stadium operation quality;(6)Cooperate with large international sports operation companies to introduce international events.
