Research On Risk Management During Competitions Of Short Track Speed Skating In Winter Olympic Games In2022

With the successful bid for the 2022 Winter Olympic Games and the support of the country,the sports events,especially the ice and snow sports,are booming,and the demand for risk management of sports events is gradually prominent.As a global large-scale comprehensive event that attracts worldwide attention,the Winter Olympics not only demonstrates its comprehensive national strength,but also its national image.However,the risk of the Winter Olympics is complicated,and the existence of the event risk is universal and objective,so we must attach great importance to it.At the same time,the risks of each individual event may affect the overall success or failure of the Winter Olympic Games.Short-track speed skating,which is an important part of the Winter Olympic Games,is a high-risk ice project,and its research on risk management has important theoretical and practical significance.This paper mainly uses the methods of literature,expert interview,field investigation,Delphi,risk check list,list ranking and so on.It is based on Risk Management Theory and combines the characteristics of short track speed skating competition.According to the theory of race life cycle,select the most concentrated stage of competition,and study the risk of short-track speed skating in 2022 Winter Olympic Games according to the risk management process of identification,evaluation and response,and draw the following conclusions:1.According to the risk identification,the six types of risks that may occur during the 2022 Winter Olympics short track speed skating competition are:personnel risk,site equipment risk,information risk,time risk,logistics risk and external environmental risk.2.Through quantitative assessment and ranking of risks,it is known that risksinvolving personal safety,directly affecting the progress of the event,and the image of the country are ranked in the pre-order of their respective categories and need to be highly valued.The risk rankings for the 2022 Winter Olympics short track speed skating competition are:(1)Among the personnel risks,the first three risks are the personal safety risks of athletes,important figures and spectators;(2)In the risk of site equipment,the top three risks are ice-making machine,stadiums and buildings,and ice surface;(3)In information risk,the top three risks are emergency news report,information security and information transmission path.(4)Among the time risks,the top three risks are respectively important personnel error,staff efficiency,time planning;(5)Among the logistics risks,the top three risks are personnel security,fire prevention,fireproof and explosion-proof,the food safety of the audience;(6)Among the external environmental risks,the top three risks are natural disasters,war and terrorism,and public health problems.3.In view of the above conclusions,the following countermeasures are put forward:(1)The establishment of a short-track special risk management organization;(2)Emphasis on staff training(including optimization of personnel recruitment mechanisms,preparation of personnel training plans and manuals,safety awareness and education)(3)Planning of the timing of the competition;and(4)Trial practice and testing;(5)Divide the risk warning level;(6)Formulate the emergency plan for the game;(7)Improve the information transmission system(including establishing a modern information reporting and transmission mechanism,and strengthen information security);(8)Adopt insurance or contract method for risk transfer,etc.,for the reference of the Winter Olympic Games short-term speed skating event group.
