Research On Evaluation Index System Of Provincial Basketball Association Referees’ Technical Qualification Qualifications

The technical level of basketball referees in China from high to low is international,national,first,second and third,respectively.The Chinese Basketball Association is responsible for drafting industry standards and specifications for referees at all levels except international.As well as the supervision and management of referee team construction,it is specifically responsible for technical level certification of national referees;provincial basketball associations certified by the Chinese Basketball Association are responsible for technical level certification of referees at the first level and below in the local basketball system in this system.In addition to management,in addition,provincial(or municipal),county-level government sports departments and local basketball associations that have been certified by the provincial or higher level basketball associations will also participate in the management of second-level and third-level referees.Provincial Basketball Association shoulders the important responsibility of training high-level referees,and is the most important part of training high-level referees.At present,some provincial basketball associations have established a relatively complete system of training,assessment and certification of basketball referees,and the organization construction and system construction of the association are relatively complete,such as developed eastern regions,sports colleges,etc.But in the western region,the industry sports associations are relatively poor,such as the lack of teaching teachers,the internal management system of training units is not standardized,and the training system is not perfect.Therefore,this paper mainly adopts the questionnaire survey method,expert consultation method,Delphi method,etc.,to determine the indicators of the provincial basketball association referees’ technical level certification qualification evaluation,as well as the weights and evaluation standards of the indicators in the indicator system.In the end,a scientific index system for evaluating the provincial basketball association referees’ technical level certification qualifications was finally formulated,which provided a reliable basis for the management of provincial basketball associations by the Chinese basketball associations,and also urged the provincial basketball associations.Further improve the training,assessment and certification of basketball referees,cultivate better referees,and ultimately promote the development of the Chinese basketball referee team.The main conclusions are as follows:1.Many industries have strengthened the management of related institutions or units in this field by constructing a scientific and reasonable evaluation index system and using the "qualification evaluation" assessment method.For the provincial basketball association,it is feasible and necessary to stimulate its vitality and promote its continuous improvement by constructing a scientific and reasonable evaluation index system.2.According to the survey results,there are corresponding problems in the technical level certification process of the provincial basketball association,such as lack of construction of the judgment capacity assessment database and inability to comprehensively evaluate referee abilities;lack of system construction,lack of systematicness and standardization;The number of basketball referees in the western region is small,the level of on-site business is low,and there is no mid-to-long-term development training plan;there are fewer matches,and new referees do not get timely on-site training.3.This study constructed an index system with a reasonable system structure and weight coefficient distribution,which is comprehensive and specific,and can objectively evaluate provincial basketball referees’ technical level certification qualifications.There are a total of 3 first-level indicators and 13 second-level indicators.Indicators and 36 three-level indicators,and through practical application,the indicator system has been tested and preliminary results have been achieved.
