After nearly 20 years of development,independent colleges have become an important part of the reform and innovation of higher education system in China.It has made great contributions to optimize the allocation of higher education resources,promote the innovation of higher education system,realize the popularization of higher education,and cultivate high-level applied talents.The emergence of independent colleges is not accidental.It is mainly because the excellent higher education resources in China were relatively scarce at that time.The state encouraged social forces to invest in running colleges to alleviate the shortage of higher education supply,which is also the need of the diversification of higher education running system.However,it must be noted that due to the diversity of independent colleges,based on the significant differences in college running system and operation mechanism,there are still many problems and challenges in the process of running an independent college.In order to standardize the development and management of independent colleges,Article 58 of the measures for the establishment and management of Independent Colleges(hereinafter referred to as order 26)issued by the Ministry of education in 2008 stipulates that if an independent college established before the implementation of these measures is granted a transition period of 5 years in consideration of its particularity and basically meets the requirements of these measures,the independent college shall apply for inspection and acceptance and pass the examination organized by relevant departments If it passes the inspection and acceptance,it shall issue a schools license.Under the premise of meeting the setting standards of the Interim Provisions on the establishment of ordinary undergraduate schools,independent colleges can choose to continue to hold or transfer to private schools.In 2009,the Ministry of Education issued the five-year transition work plan for independent colleges,which proposed six development paths for independent colleges,such as changing to private,continuing to run colleges,terminating colleges,merging several colleges,returning to the mother,adjusting to other levels of colleges or canceling.It is the policy guidance of the state for the future of independent colleges,which also urges most independent colleges to realize long-term development through the transfer.According to statistics,as of June 2019,there are 257 independent colleges in China,with a peak of 326.From 2008 to 2019,only 67 private colleges and universities were set up independently.There are 13 independent colleges in Jiangxi Province.So far,no independent college has been successfully established.In order to standardize the development of independent colleges,the State advocates the transfer of independent colleges,but there are some deviations in the process of policy implementation,and the transfer rate is low.In order to further explore the reasons,this paper analyzes the problems encountered in the process of the transformation of the Independent College of enterprise type through a case study of the Institute of technology of Jiangxi H University.As one of the thirteen independent colleges in Jiangxi Province,H University Institute of technology is one of the first batch of full-time undergraduate independent colleges of the Ministry of education of the People’s Republic of China,which is a typical enterprise independent college.From the perspective of stakeholders,this paper analyzes the problems existing in the transfer of the Institute of technology of H University,and analyzes the transfer of independent colleges involves many stakeholders,such as government,investors,parent universities,teachers and students of the University.The key of the successful establishment of independent colleges lies in clarifying the interests of all parties and balancing their common needs.Efforts need to be made in the following aspects: actively creating a transition environment,issuing relevant supporting policies;strengthening cooperation between different government departments,and promoting the transition work in coordination;combining with the actual situation,and promoting the transition work according to local conditions.Based on the stakeholder theory and from the perspective of stakeholders,this study comprehensively collates and analyzes the existing problems of H University Institute of science and technology,a typical enterprise independent college in the process of transformation,through case analysis,literature method,field interview and other methods,and makes targeted countermeasures in combination with its actual situation,hoping that the research results can serve me The healthy development of national independent college provides reference and reference.
