With the continuous increase of financial investment of education and the continuous deepening of comprehensive reform of colleges and universities,the internal and external development environment of Chinese colleges and universities has undergone tremendous changes.New environment of financial management in colleges and universities are also put forward new requirements,as the country "to deepen the higher education sector and to delegate the pipes with optimization service several opinions of the reform of" launch and implementation,management and use of funds for education reform measures are put forward has great impact on the college financial management environment,forcing continuously explore new train of thought of financial management in colleges and universities.S university is a full-time comprehensive college in Inner Mongolia autonomous region.After years of hard development,in the teaching,scientific research has achieved outstanding results.At present,S university has reformed its financial management mode from financial management to financial service,emphasizing the service nature of financial work for teachers and students,but the overall level of financial service still needs to be improved.Building a financial service system that ADAPTS to the new situation and meets the development needs of the university is the primary problem of financial management in S university at present.Paper,first of all,the basic situation of the S colleges and universities,has carried on the brief introduction,basic conditions for S financial department in colleges and universities management services are introduced,summarizes the financial administrative department of the main problems existing in such aspects as financial management services,including budgeting is not scientific,and imperfect internal control,state-owned assets management is not sound,as well as the window service efficiency is not high.Then,thesis based on S actual demand of college finance service quality evaluation and fuzzy comprehensive evaluation method was used to construct the evaluation model,and according to S the main content of college financial service,set up the index system,through specific quantitative evaluation,analyzes the weak S financial services in colleges and universities,as well as the causes of the financial service quality is not high.On this basis,the paper "S main problems of financial services in colleges and universities,according to the result of the financial service quality evaluation,the concrete from strengthening financial department budget management,perfecting the internal control mechanism,the management of fixed assets,and improve the efficiency of window services to improve S financial department in colleges and universities management service quality and promote the improvement of the financial service system.Finally,the thesis by strengthening the financial department,the construction of the contingent of high quality,improve the technical level of S financial management of colleges and universities,promote the system innovation of S financial management of colleges and universities,from the aspects such as personnel,technology and system to promote S financial management of colleges and universities improve service quality,ensure the implementation of various improvement measures will be able to get good.The research of this paper can help improve the quality of financial personnel in S universities,provide a solid theoretical foundation for establishing sound and perfect financial service system,and then rationally allocate various resources of universities to ensure their effective utilization.Finally,we should promote the national construction of a corresponding public finance system.
