Since the reform and opening up,China’s economy has maintained medium to high growth.In 2019,China’s total economy has exceeded 95 trillion yuan,ranking the second in the world.With the growth of social wealth,the growth of individual income should be synchronized,and the influencing factors of income growth have been an important issue in academic circles.Workers are in an era of faster economic development,more frequent technological changes,closer cooperation and communication,and higher work pace.How can they succeed in the labor market in a rapidly changing environment? New human capital with cognitive ability and noncognitive ability as its core is playing an increasingly important role.The purpose of this paper is to study the influence of cognitive ability and noncognitive ability on the growth of workers’ income and the intensity of its effect,and to discuss and think about the relevant results,in order to expect the ability to play a significant role in the process of income fairness.The main research contents and conclusions of this paper include the following four aspects:The first part,put forward the questions and do the theory and literature review,corresponding to the first and second chapters of this article.The first chapter puts forward the research questions,introduces the research content,technical route,innovation and shortcomings.The second chapter reviews the traditional and new human capital theory and its impact on income,measurement methods and capacity development.The second part,research design and descriptive statistical analysis,corresponds to the content of the third chapter.This paper introduces the method selection,the survey design of measuring cognitive ability and noncognitive ability in the data of China family follow-up survey(CFPS),and the research needs sample selection and data processing,and then makes descriptive statistical analysis on the individual characteristics of workers.The third part introduces the empirical analysis and reasons of the influence of capacity and its change on income,corresponding to the contents of chapter four and chapter five.In adult database,workers’ cognitive and noncognitive abilities and their changes are analyzed by OLS method.PSM is used to solve the problem of "selective bias".Finally,quantile regression method is used to test the robustness of the regression results.The results show that the ability has a positive and significant impact on income,and the change of noncognitive ability has a clear impact on income Obviously promoting effect.The fifth chapter analyzes the reasons for the influence of cognitive and noncognitive ability changes on the income of different workers from gender and educational background differences.The fourth part introduces the conclusion and Enlightenment of this paper,corresponding to the content of chapter six.The conclusion of this paper is: first,cognitive ability and noncognitive ability can promote the income of workers;second,the plasticity of noncognitive ability is stronger,and its change has greater impact on the income of workers;third,the growth rate of cognitive ability and noncognitive ability will affect the income growth in varying degrees,and with the increase of the growth rate of ability,it will affect the change of income growth in volatility.Based on the above findings,this paper believes that workers should cultivate good habits of lifelong learning,and create a harmonious growth environment for themselves and their children;schools should introduce new concepts,quality education and general education;the government should introduce relevant policies to guide the overall direction,and the society should coordinate with each other,so as to play an auxiliary role in the cultivation and promotion of personal ability.The innovation of this paper is that it pays more attention to the process fairness than the literature which pays more attention to the result fairness.Therefore,this paper is a supplement and improvement in the empirical study of the new human capital theory for the potential of workers’ income.
