The18th national congress of the communist party of china pointed out:"the innovation of social governance, improve social governance level, promote peace Chinese construction, to ensure that people live and work in peace, social stability and order". Community, social workers, social organization are important element of social governance, they play their respective advantages to play an important role in social governance.
