Currently the undergraduate colleges newly upgraded are an important component ofcolleges and universities in China. Owing to the pressure of expanding enrollments and the trendof traditional undergraduate colleges transforming to graduate education, though they upgradedlately, they have undertaken enormous and strenuous teaching task. The situation resulted in theirorientation to only training special applied technicians, and great difference between traditionalundergraduate colleges and universities.Through analyzing the environmental situation and studying on SWOT and positioning, the thesis has made us clear their difference in teaching characteristics between undergraduate colleges newly upgraded, and traditional undergraduate colleges and universities, which determines the different mode of teaching evaluation. So it is necessary to set up a set of fair scientific assessable index system which is suitable for and benefit to the undergraduate collegesnewly upgraded .The system will help them effectually improve their teaching method and evaluation level.This paper obtains from the fundamental college quality research of teaching management, pays attention to the systematic characteristic, integrity, openness and preventive. Taking the goal management as the core, it constructs a set of teaching quality guarantee system to suit the new colleges and universities. Treating students improvement quality as the starting point and home of reforms and development, newly built colleges universities must establish a series of internal appraisal mechanism to adapt with their own developing process.Through the unceasing adjustment of school condition, management pattern, evaluation criteria, they should strengthen the educational reform and the construction, particularly to the teaching process quality monitoring and instruction, enabling the...
