| Since the new century,China has put forward the strategic idea of taking agricultural development as the "top priority".The purpose of strengthening the training of agricultural technicians is to improve the comprehensive agricultural production capacity and efficiency,protect and improve the ecological environment,improve the quality of agricultural development and enhance the sustainable development of agriculture.Luoyang,as a major agricultural city,has implemented t he party’s 19 major spirits and introduced many measures to promote the development of agricultural technical personnel.In recent years,although Luoyang has made good achievements in the construction of agricultural technical personnel,there are still some problems in the cultivation of agricultural technical personnel,which,to a certain extent,hinders the healthy development of Luoyang’s agriculture.Therefore,in order to better promote the development of agriculture in Luoyang city,this paper studies the construction of agricultural technical personnel in Luoyang city.Firstly,the research background of this paper is introduced,and the research trends at home and abroad are analyzed.On this basis,the purpose and significance of the research in this paper are put forward,and the main contents and research ideas of the research are defined.The concept and characteristics of agricultural technical talents,the concept of talent team construction,human capital theory,achievement needs theory and team theory are also analyzed.Based on the relevant concepts and theoretical knowledge,this paper makes a statistical analysis on the present situation of Luoyang’s agricultural foundation and the construction structure of agricultural technicians.And mainly for Luoyang agriculture bureau senior management personnel,managers of agricultural enterprises and ordinary staff were investigated,using AHP to analyze the effectiveness of Luoyang agricultural technical personnel team building.Based on the analysis of the current situation and effectiveness of the construction of Luoyang’s technical personnel team,this paper analyzes four problems existing in the construction of Luoyang’s agricultural personnel team: the total quantity and quality of agricultural technical personnel need to be improved,the training of agricultural scientific and technological personnel is insufficient,the allocation structure of agricultural scientific and technological personnel is unreasonable,and the management mechanism of agricultural scientific and technological personnel security is not standardized.Finally,combining with the current situation,effectiveness and existing problems in the construction of agricultural technical personnel in Luoyang city,this paper puts forward targeted solutions from four aspects: improving the total quantity and quality of agricultural technical personnel,increasing the training intensity of agricultural technical personnel,improving the allocation structure of agricultural technical personnel and standardizing the guarantee and management mechanism of agricultural technical personnel. |
