Study On Government Guarantee In Supplementary Education For Russian Children

More than one hundred years ago,one of the most interesting and successful socialist practices in Soviet education was to make supplementary education for children(out-of-school education)to be part of the Russian Federation’s national education system.In recent years,in the Russian national education policy,the development of supplementary education has once again become a hot topic of concern in education.Most sociologists believe that the supplementary education system for children in Russia is unique.Out-of-school children’s education in the Soviet education system is an independent,out-of-school educational organization system owned by the state with free procedures.The Russian supplementary education system for children retains some elements of the Soviet system,but at the same time,some government supplementary education organizations for children began to provide paid education services,and the number of private supplementary education organizations for children continued to increase.Therefore,the description of the uniqueness of the Russian children ’ s supplementary education system is somewhat unrealistic,but the biggest difference between it and the extra-school education in other countries is that it is guaranteed by the government of the Russian Federation.This study explores the protection of supplementary education for children in the Russian Federation.This article divides the content into five parts to elaborate.The first part is to explain the generation and development of Russian children’s supplementary education.From a historical perspective,review the development of children’s supplementary education during the Soviet Union and after the disintegration of the Soviet Union,and clarify the process and status of Russian children’s complementary education.The second part is an analysis of the policy guarantee of the supplementary education for children by the Russian Federation government.In this chapter,we analyze the policies and measures on supplementary education for children issued by the Russian Federation in the past decade,and clarify the importance of supplementary education for children in the education of the Russian Federation.The third part is an analysis of the financial security of the supplementary education for children by the government of the Russian Federation.Taking the source of income of Russian supplementary education institutions as an entry point,analyze the distribution of budgetary funds of the Russian Federation government in the field of supplementary education for children and the trend of financial modernization of supplementary education institutions for children.The fourth part is an analysis of the guarantee of teachers of the supplementary education for children by the government of the Russian Federation.Based on the current situation of the Russian supplementary education teacher team,the basic characteristics of the supplementary education teacher team for children are analyzed,and then the safeguard measures for the training and training of childrensupplementary education teachers in the Russian Federation are analyzed.The fifth part analyzes the guarantee of supplementary education for children by the government of the Russian Federation,and points out the development trend and dilemma of supplementary education for children in Russia.
