| Higher vocational and technical education is not only an important part of the British higher education system,but also an important talent support for the development of the British economy and society.The study of its historical evolution process will help us to have a deeper understanding of British higher vocational and technical education and enrich the research results in the field of higher vocational and technical education,which has certain academic value and reference significance.Based on the question of " how about the development of higher vocational and technical education during the conservative party’s government ",this master’s thesis comprehensive use of literature research method,historical research method and comparative research method,which divided into four parts.The first part is the development process of higher vocational and technical education during the conservative party,which is divided into two stages.The first stage is the stable development stage of higher vocational and technical education(1979-1991).In this stage,the institutions of higher vocational and technical education are relatively single,mainly polytechnics and higher education colleges,but the scale of higher vocational and technical education has been rapidly expanded;double appropriations have been made to ensure funding sources;management power has also been gradually transferred from the local to the central government;the quality of teachers was constantly improved to ensure the quality of higher vocational and technical education and establishment of a unified national vocational qualifications for the development of higher vocational and technical education to provide standards.The second stage is the improvement and development stage of higher vocational and technical education system(1992-1997).During this period,all aspects of higher vocational and technical education were further improved.At this stage,a vocational and technical education system was established from high to low.Better convergence of education at all levels,traditional universities,polytechnics,continuing education institutes,urban technical colleges and apprenticeships.The sources of education funds have been more diversified.The management system is further improved and the management power is transferred to the central government while giving more autonomy to the higher education implementing institutions.The level of teachers has been further improved.The general national vocational qualifications were established to broaden the channels for students’ employment and further studies.Britain has established a complete system of higher vocational and technical educationThe second part is to analyze the influential factors of higher vocational and technical education in the UK,mainly from the aspects of economic,political,ideological and cultural and social factors.Economic factors are mainly the response of domestic crisis and international competition.The political factors are the differences of the political party’sgoverning ideas leads to the weak implementation of the policy.The cultural factors are influenced by the classical humanism,which makes the professional qualification and the academic qualification difficult to be truly equal.Social factors are mainly the game of interest groups.The third part is to explore the characteristics of the development of higher vocational and technical education in the United Kingdom.Higher vocational and technical education implementation institutions have changed from single to multiple.Education funding shifted from government investment to multi-channel financing.Management power gradually shifts from local government to central government.The education of teachers developed from low to high.Vocational qualifications are shifting from a focus on single skills to core skills.The fourth part summarizes the enlightenment of the development of British higher vocational and technical education to China on the basis of relevant analysis,improving the national vocational and technical education system,improving the management system of higher vocational and technical education,raise funds through multiple channels,more measures to build a high-quality dual-teacher team,accelerating the conversion between vocational and general education qualifications.To ensure the sound and rapid development of higher vocational and technical education in China. |
