The higher education financial resources allocation is related to the development level of higher education.With the the continuous expansion higher education and the development of the economy and society in China,the government spending on education is also increasing year by year.However,compared with the expectation of higher education and the need of the higher education development,there are still some deficiencies in the allocation of the higher education financial resources in China.United Kingdom,as the cradle of the modern higher education system,has reformed the financial resource allocation in higher education relatively early and relatively successfully.Studying the market-oriented reform of higher education financial resources allocation in UK will helping us to summing up experience and drawing lessons for our country to reform the higher education financial resources allocation.Under the oppression of the world economic crisis in 1970s and the popularization of higher education,the UK government was unable to bear the great financial pressure.In the early 1980s,Britain had to reform its fiscal resource allocation to make education more marketable.The reform process is divided into three stages,bud,adjustment and accelerate.The main body,procedure,configuration scheme and policy guarantee of higher education financial resources have formed their own characteristics.On the one hand,the market-oriented reform of higher education financial resources allocation eased the government's financial burden and the country's fiscal pressure.It expanded the financial source channel and increased the university's financial income.It promoted the quality of schooling and strengthened the overall strength of the school.On the other hand,the market-oriented reform of higher education financial resources allocation may weakening the function of colleges and universities to serve the society in different degrees,accelerate the"Matthew effect" of higher education,weaken the enthusiasm of students to serve the country.The problem of higher education financial resources allocation in our country is in fact,which UK and some other developed countries have been experienced and are happening.For example,the main body of higher education financial resource allocation is too single,allocation model of financial resources is not reasonable,lack of financial resources,the government's guidance and implementation of education financial resources allocation policy is not in place,etc.Compare the situation of the reform in financial resources allocation between China and the UK,extract the essence and remove the dross,gain advantages and avoid disadvantages.First of all,we can set up relatively independent financial allocation mechanism,perfect financial resources allocation mechanism.Secondly,improving the fairness of financial resources allocation and promoting the balanced development of colleges and universities.Then,broaden the financial channel of education and increase the financial revenue of colleges and universities.Last but not least,we will improve the method of collecting and paying for college tuition,and increase funding for poor students.
