Along with the higher education gradually being popularization, the scale of higher education gradually expands, and its quality is paid universal attention to. As the number of students in higher education institutions is growing, that the problem how to guarantee the education quality becomes new challenge which higher education development is facing. Establishing a perfect and effective higher education quality assurance system becomes an important job. In response to the problems of the higher education quality, many countries have to strengthen the construction of the quality assurance system, of which the UK higher education quality assurance system is outstanding in the worldwide, and it attracts the rest countries’ attention.
