A Study Of Chinese Higher Education Internationalization And Government's Responsibilities

Under the background of globalization, the culture and education communications have become more common and more frequent than ever before, and the internationalization of higher education has become one of the hottest issues throughout the world. As the development of the educational open and reform, the internationalization of higher education has played a decisive role in producing the advanced talents with the international strategic ability and in the economic and social development for China in the new era to strengthen the international academic communications, to increase the sending and recruiting of overseas students, to develop the cooperative research and educational programs and to implement the relevant research and the government' responsibilities in the higher education.There are many controversial definitions on the higher education internationalization in the academic field. Some scholars even suggest that the higher education internationalization means to imitate some certain west countries to establish a higher education system. In this thesis, the internationalization of higher education means strengthening the international cooperation and exchanges, opening actively the domestic educational market, making full use of the international markets and adapting to the demands of international communication and development from the points of educational contents and methodologies and producing the talents with the strong sense of international competitive and communicative abilities and awareness.As the ever-increasing demand for the advanced talents with the globalization and China's access to WTO, China's higher education is also moving towards the internationalization. For our Chinese government and higher educational sectors, it is worth considering how to develop the higher education internationalization and how to prevent it from being assimilated or westernized, i.e. to deal with the relationship between internationalization and nationalization or localization. In the essay, the author points out the differences among the conceptions of internationalization, westernization and Americanization from the influential factors of higher education, after discussing the origin of internationalization of higher education and its nature, analyzing the new features of the internationalization of higher education. Finally the author points outsome feasible creative suggestion for the internationalization of China's higher education.In exploring government's responsibilities and relevant strategies on the China's higher education internationalization, the author introduces some creative solutions. Meanwhile, the author not only provides some suggestion from the inner management and reform, but also offers a series of the government's responsibilities in the process of higher education internationalization from the point of government's functions and obligations, which hopefully might be meaningful for the international cooperation and exchanges for the higher educational institutes, and which also hopefully will contribute to the theoretical research in the field of higher education internationalization.
