The Media-making Of China’s Family Planning Policy Coverage:A Framing Analysis Based On People’s Daily During 1978-2018

China’s Family Planning Policy（FPP）experienced a change from One-child policy to two-child policy,which varied media coverage on this policy issue.Based on the theoretical perspective of frame,this study analyzed the framing during different historical periods,which constructed by taking the relevant reports of family planning policy issues of People’s Daily from 1978 to 2018 as samples.According to Tankard’s ‘the list of frames approach’ and Van Gorp’s ‘frame package’,this study put forward frames from five periods and conducted content analysis to identify frame-building or frame-setting in news coverages.This study found that:Firstly,the number of FPP news coverages of People’s Daily in the past 40 years has been on the decline and there are significant differences in news themes and news sources.As time went by,the rate of the new coverages about incentive policy and social security and news sources from public have been increasing,which means People’s Daily paid more attention to public interests,the People’s Daily connected the issue of population to public interests,it has focused on public communication to gain public recognition.Secondly,the frames of FPP in People’s Daily has significant differences in different periods.From the first to the fifth period,the frame-building has gradually changed from "Economy Politics Society＆ Culture Change" and "Policy Implementation" to “Policy Improvement” and “Social Problems”,this study found the People’s Daily has changed its one-way medium role to two-way medium role between public and government,it reported social problems and urged the government to improve policy.Thirdly,before the fourth period,People’s Daily had built the issue of population by negative reports about crisis of economic,society,family relation and gender inequality,it offered a unreliable path to describe the issue of population and now,it still built the issue of population by the crisis of economic,gender and health.Above of all,the frame of “Policy Implementation” has been setting evidently during the whole period,and in this fame-building,the media covered the rationality of FPP in positive way,media discourse has followed the track of policy change,however,as time went by,the coverages of FPP were more objective and appeared from different perspectives.
