China’ s preschool education has a long-term imbalance in development level and resource allocation.so,the disparity between east and west preschool education levels is huge.How to promote the development of west preschool education effectively and bridge the imbalance between east and west education development as soon as possible,always been a key and an urgent problem to be solved in the education circles.Nowadays,regardless of the need for standardized construction of kindergartens in the western region,or it is an urgent requirement to achieve cross-developing and strive to further narrow the disparity between the east and west preschool education,“administration” is the most crucial and must to be highlighted.In this paper,the study methods of case study are used,it carried on an empirical investigation and research on F kindergarten,and according to the actual experience of volunteer teaching about it,explore the evolution of development model in the early,middle,and late stages,and describe its taken on periodic features from scratch,improve from part to the whole gradually and adjust and enrich continuously.Analyze the cut-in point of administration in western kindergartens,in order to find the dilemma of administration and offer some suggestions.The study found that the development of the kindergarten has certain characteristics,that is,the administration has gradually shifted from the "control" level to the "manager" level.Recently,it has even involved a higher level of " unmanaged " level.It is pointed out that the organic combination of teachers own value and management value in management can promote the development of kindergarten management towards a more comprehensive development.The development of things is bound to have two sides.The process of kindergarten administration transformation must also be accompanied by the general management dilemma,which is specifically reflected in the following aspects: First,there is a collision between system management and humanism management in theadministration model of the kindergarten.The second is the lack of two-way communication platform in the administration process.The third is the construction of kindergarten information administration.It reflects the practical difficulties that kindergarten administration in the western region needs to be solved.Facing the actual management dilemma,this study put forward three improvement strategies: the establishment a management model of system management and humanism management,improves the organizational culture of the kindergarten,and strengthens the information administration of the kindergarten.Only from the most basic level,and effort to reduce the disparity of the management of the kindergarten between east and west,continue to promote the further improvement of kindergarten administration in the western region,then we can promote the high-quality development of western preschool education effectively.
