The unbalanced development of higher education is the important reason for the unbalanced development of different regions in China. In 2004, the country embarked on the work of province-ministry co-constructed universities, it is a significant measure to consolidate and deepen our campus management reform, to promote an overall level of mid-western and to achieve reasonable high quality resources allocation, to advance the higher educational development of the central and western regions, especially in frontier minority areas.By 2009, the ministry of education has already signed the agreements of building 22 universities with the provincial government among those 10 are with the provincial department of the western region. How to promote the universities developing greatly under the national supporting policy? The key is to handle with the relationship between the central government and local governments of provinces, and therefore the research on the relationship between the province-ministry co-constructed universities and government in western region is a subject of great practical significance.Based on the present situations of western education development, this article aims to reveal the specialties in the relationship between the province-ministry co-constructed universities and government in western region from the administration, judiciary, and economy three perspectives. Subject to capital shortage, single channel of raising money, the lack of institutional autonomy, the unapparent demonstrating function of model universities, and the lack of regulations, this article tries to analyze some restraining factors, such as the loose supervision of the central government, the less emphasis put by the local government, the shortage of financial input, the inadequacy of the institutional autonomy, the absence of relative policies, and some deficiencies of the universities like ambiguous goals setting, obscure features,, dependent thoughts, weak social service power, and the disagreement of the talent training in local economic and social development need.This article raises the solutions to the problems from the administration perspective, and the solutions are that government should change their way and belief of administration, from "good governance" to "good administration"; should increase public financial support for modifying the resource allocation and implementing the diversification of investment; should establish coordinating mechanisms for guaranteeing the normal operation of the work to build institutions in organizational and institutional perspectives; should accurately set their positions with prominent characteristics, and improve the social service abilities to promote the coordinating development of both the colleges of the government in western region.
