Study On The Determinants Of Innovation And Entrepreneurship Of High-level Talents In Sichuan Province

High-level talents play an important role in improving the economy and are important human resources in China.Regarding the category of high-level talents,experienced from high-end innovative talents in the fields of science and technology,industry and social management,to high-skilled and entrepreneurial talents with outstanding contributions.With the rapid development of science and technology and the deepening of China’s reform and opening-up,innovation has become the core driving force of national and regional development.Therefore,Sichuan Province needs to provide better conditions for high-level talents to innovate and start abusiness on the basis of the introduction and cultivation of talents,so that high-level talents can carry out more active innovation and entrepreneurship activities and enhance regional economic and industrial upgrading.This paper first combs the current situation of high-level talent innovation and entrepreneurship in Sichuan Province,and analyzes the supporting policies of high-level talent innovation and entrepreneurship,and finds the advantages,shortcomings and key links of regional innovation and entrepreneurship.Then refer to the main aspects involved in the selection of relevant indicators in China’s regional innovation ability monitoring report.The innovation of this paper is that the high-level talent innovation and entrepreneurship is divided into three aspects of analysis,and innovation and entrepreneurship environment,innovative entrepreneurial resources and innovative entrepreneurial output capacity.And select edgy provinces in different stages of talent development for comparative analysis.The research is in different stages of talent development provinces,in the innovation and entrepreneurship capacity of those differences and differences,to identify Sichuan Province in those key elements of the lack.Through the study,sichuan Province has a great gap with developed provinces in terms of the number of talents,the strength of financial support,the construction of innovative entrepreneurship carriers,and the ability of innovation and entrepreneurship output.It is concluded that the innovation and entrepreneurship of high-level talents in Sichuan Province is influenced by the four factors of talent policy,economic environment,scientific and technological innovation environment and economic benefits of innovation.This paper puts forward that Sichuan Province should make great efforts to strengthen the introduction and management of talents,create a relaxed and free development environment,improve the construction of innovative and entrepreneurial platforms,and actively promote the construction of transportation provinces.In order to effectively stimulate the potential of high-level talent innovation and entrepreneurship,so as to enhance regional innovation and entrepreneurship capacity.
