In today's era,the role of talents in urban development is prominent.The government has gradually realized the important role of talents,and cities have begun to fight for people.Local governments have formulated corresponding talent policies one after another,hoping to seize the opportunity in this talent competition.With the expansion of college enrollment plans and the increase of college graduates,the number of talents continues to increase.At the same time,affected by factors such as the continuous tightening of household registration policies in big cities,more and more talents are no longer constrained in local or big cities.With development,the mobility of talents is increasing.With the advent of the age of intelligence and the decline of the demographic dividend,high-tech talents have become the target of competition among cities.In this context,how cities attract and retain talents is an important task for urban development.In view of this,this article is based on the talent demand theory,combined with talent attractiveness and the influencing factors and evaluation indicators of talent residence,and attempts to establish an evaluation index system for urban talent residence attraction.Through this evaluation system,the level of talent residence attraction of each city is evaluated and proposed Corresponding improvement measures are expected to provide reference for the introduction and retention of talents in cities.First,by sorting out and analyzing relevant documents on talent attraction and residence at home and abroad,analyzing and sorting out the influencing factors,and discussing the theoretical concepts of talent demand and talent attraction.At present,research on talent attractiveness seldom pays attention to the content of talent residence.The existing talent attractiveness evaluation index system is mostly considered from the perspective of the city's own development.The index only reflects the development level of the city,and some indicators in the index system are not.Considering the needs of talents themselves,there may be a certain deviation between the results obtained and the actual needs of talents.Therefore,this article sorts out and summarizes the two aspects of talent residence and talent attractiveness before establishing the evaluation index system,and focuses on the factors that affect talents' residence in the city.According to the existing research literature,combined with the theory of talent demand,based on combing and summarizing the talent attractiveness evaluation indicators,the indicators that affect the residence of talents are selected,so that the index system can better reflect the needs of talents,and the talent attractiveness evaluation is selected.The indicators reflect the five dimensions of the economic development environment,employment development environment,public service level,natural environment,and living standards of talent residence.The attractiveness of urban talent residence is analyzed,and the initial evaluation index system of urban talent residence attraction is constructed through consulting experts.Based on the opinions on the initial evaluation indicators,20 secondary indicators were statistically selected to form the final evaluation indicator system for the attractiveness of urban talent residence.Secondly,the factor analysis method is used to analyze the talent residence attractiveness of the selected 28 cities,extract the common factors and calculate the factor ranking and comprehensive ranking of the talent residence attractiveness of each city.The research results show that the economic development environment and employment development environment are the main factors that affect the attractiveness of urban talent residence,and the public service level,natural environment,and living standards are also important factors that affect the attractiveness of talent residence.Among the 28 cities under empirical analysis,Beijing,Shenzhen,Shanghai,Guangzhou and other places have higher overall scores for talent residency attractiveness,while those in Harbin,Xining,Shijiazhuang,Yinchuan,Lanzhou,Changchun,Guiyang,and Hohhot have higher overall scores for talent residency.The attractiveness comprehensive score is low.According to the scores of each common factor and comprehensive scores of each city,28 cities are divided into four categories,according to the high comprehensive ranking and low factor ranking,high comprehensive ranking and high factor ranking,low comprehensive ranking and The four categories of high factor ranking,comprehensive ranking and the average ranking of each factor respectively analyze the attractiveness of the city's talent residence and the direction of future improvement.Comparing the calculated comprehensive ranking of cities with the ranking of "China City Talent Attractiveness Ranking 2020",and analyzing the consistency and differences of the two rankings.Finally,according to the current level of urban development and development,measures to enhance the attractiveness of urban talents are proposed from three aspects: increasing the willingness of talents to stay,promoting the construction of urban talents employment and economic development environment,and improving the urban natural environment and living environment.Among them,enhancing the willingness to stay for talents includes reducing residence pressure,raising income levels,paying attention to talent needs,and creating a social atmosphere that respects talents;promoting urban talent employment and economic development environment construction includes improving the level of economic development,improving the employment development environment,and improving the talent introduction system,Increase policy support,strengthen the construction of talent information;improve the urban natural environment and living environment,including improving public services,improving living standards,improving the natural environment,and improving the level of human settlements.
