Research On The Management And Performance Evaluation Of Scientific Research Funds In Universities And Colleges

Scientific research funds in Colleges and universities are not only the material basis for improving our scientific and technological innovation ability and promoting scientific and technological progress,but also a basic guarantee for scientific research work in Colleges and universities.However,its management mode has caused a series of problems,such as inadequate fund management,low efficiency and corruption of funds.At the same time,with the rapid increase of investment in scientific research funds,the problem of low conversion rate of scientific research funds has become increasingly serious.Therefore,it is an important issue for universities to make rational use and scientific management of research funds so as to improve their utilization efficiency and maximize their benefits.Taking Shandong university group as an example,combining with the actual situation of scientific research funds management in Shandong universities in recent years,this paper constructs a model suitable for the management and performance evaluation of scientific research funds in Shandong universities,provides theoretical support and decision-making basis for the benefit of scientific research funds management in Shandong universities,and creates a more competitive environment for scientific research planning and resource allocation in Colleges and universities.This paper takes the management and performance evaluation of scientific research funds in Universities of Shandong Province as the research object.Firstly,on the basis of combing the research status of domestic and foreign scholars on the management and performance of scientific research funds,it explores the limitations of the research on the management of scientific research funds in regional universities,and clarifies the significance,purpose,ideas,methods and contents of this study.At the same time,the combination of qualitative and quantitative analysis is adopted.Information asymmetry,principal-agent,project management,synergy theory,comprehensive budget,performance evaluation,incentive and other related theories are introduced,which provides theoretical support for the follow-up research.Secondly,this paper explores the actual situation of scientific research investment and utilization in Shandong universities,and puts forward the reasons behind the problems of scientific research funds management in Shandong universities,which provides reference for the research of scientific research funds management in regional universities.Thirdly,combined with the national policy and system,relevant personnel,funds use,performance system,etc.,on the basis of sorting out and summarizing the reasons behind the problems of scientific research funds management,and introducing data envelopment analysis method to study and demonstrate its applicability,building a performance evaluation system of scientific research funds management,combining with the performance evaluation index of scientific research funds use,and according to the 36 high levels in Shandong Province in 2017.The input and output of scientific research funds in Shandong Province are evaluated.The results show that the overall efficiency of scientific research funds in 36 universities in Shandong Province is low.Finally,according to the evaluation system of scientific research funds of major colleges and universities in Shandong Province,the "potential power" behind the problems is excavated and discussed in depth,and the reasons behind are analyzed,and the Countermeasures for optimizing the management of scientific research funds of colleges and universities in China are put forward,so as to solve the problems existing in the management of scientific research projects of colleges and universities as soon as possible.This research achievement has realized the effective utilization of scientific research funds in Colleges and universities,guaranteed the sustainable and stable development of scientific research work in Colleges and universities.While improving the efficiency of scientific research funds,it has provided a healthy and beneficial working atmosphere for scientific researchers.It not only promoted the reform of the management system of scientific research funds in Shandong universities,but also set up a result-oriented management and performance evaluation machine for scientific research funds.The system provides effective and positive help,and also provides theoretical value and practical basis for the research on the management of scientific research funds and performance evaluation in Colleges and universities.
