A Survey On The University Scientific Research In Gansu

Since the1990s, high education has entered a rapid development era in our country. High education not only shoulders the important mission of training talents, but also becomes important foundation in order to promote social and economic development in different countries. Gansu is a less developed and relatively backward province in economic and cultural development aspect, how to let resources for the optimization of its configuration, so it can bring the most remarkable economic and social benefits. High education can realize the sustainable development of high education in our province, and have great realistic significance on the improvement of the economic and social benefits in our province.In this paper, relative theory of the performance evaluation as the theoretical cornerstone, the author takes the concept of enterprise performance evaluation into the evaluation of high education, using data envelopment analysis (DEA) to evaluate the scientific research performance of universities in Gansu province. There are three input index:the activities of scientific and technology person and the funding allocated into university in our province. There are six output index:the number of books, the number of academic papers, the number of identification, the income of the technology transferring and the number of the national award. Using the data five years for a cycle to analyze the effectiveness of scientific research performance, it eventually judges the effectiveness of the universities scientific research activities in our province.This article adopts the data from a report that named the colleges and universities directly under the ministry of education of science and technology collection of statistical data, as the basis of the data. And this paper thinks that the DEA method is more advantageous to raise the utilization rate of resources. Using the DEA model evaluates performance evaluation on scientific research about high education institutions in Gansu province, and it gets the relative effectiveness of scientific research performance evaluation from the selected samples. Then using the DEA model makes a comprehensive analysis of the result of the evaluation. Finally, using the DEA model puts forward targeted recommendations for improvement for high education institutions in our province without the DEA efficient performance evaluation on scientific research.
